Purpose

This
report will explain that Capel Parish Council has been preparing a
Neighbourhood Development Plan (NDP), and progress made on
it.  It will explain the outcomes
follo9wing examination of the NDP by an Independent Examiner and
the next steps in the production of the Plan, and an officer
recommendation on whether the NDP should proceed to
referendum. 

Decision

RESOLVED –

 

1.    
That the independent examiner’s report on the
Capel Neighbourhood Development Plan (CNDP) at Appendix A be noted
and published.
 

2.    
That the submission CNDP be modified in part as set
out in Appendix B be approved.
 

3.    
That a decision to progress the CNDP as set out in
Appendix C to referendum, and to publish the Decision Statement as
set out at Appendix D be approved. 
 

4.    
That if the referendum result on the CNDP is
positive, the Council formally makes the CNDP as set out in
Appendix C to be subsequently considered at a Full Council meeting,
post referendum be approved.
 

 
REASON FOR DECISION: Approved Neighbourhood Plans become part of the development plan
for the Borough and are a key document in the determination of
planning applications that allow the local community to take
responsibility for land use planning in their area.
