Purpose
The
Council as the owner of Royal Victoria Place shopping centre (RVP)
is seeking to procure specialist advisors to undertake a
feasibility study and progress the enhancement of the centre and
the development of Palm Court and Ely Court within RVP. This report seeks to confirm the appointment
as detailed in Exempt Appendix
A.
Decision
RESOLVED –
1.
That the consultancy firm (Consultant B) identified
in the report and exempt Appendix A is appointed to act as the
Development Manager to provide the services outlined including
procuring the specialist advisor team either through open tender or
through framework mini-competition be approved.
2.
That authority be delegated to the Head of Legal
Services to complete all legal formalities as are necessary and
incidental to the recommendations in this Report and to negotiate,
execute and complete all necessary agreements and deeds arising
from or ancillary or incidental to the decisions be
approved.
Reasons for the decision
The
bids were assessed against a set of criteria based on 75% quality
and 25% price split. The quality
element was split between the written submission and the interview
with the written submission having six sub-criteria which were
weighted. Following moderation
consultant B scored higher on both quality and cost.
