The Head of Energy & Digital Infrastructure approved awarding a contract to Jacobs for project manager secondment for the Digital Office Pilot on 19/08/2026. The contract will run from 04/09/2026 to 31/07/2027 with a total value of £92,691.84 excluding VAT.

The Director of Finance, Investments and Commercial accepted a £26,174,059 grant award for the Zero Emission Bus Regional Areas 2 (ZEBRA2) scheme and approved entering into a Memorandum of Understanding with the Department for Transport on 05/05/2026. This agreement outlines the terms for administering and delivering the ZEBRA2 scheme, which aims to accelerate the transition to zero-emission buses.

The West of England Combined Authority Committee delegated authority to the Director of Place to approve the Full Business Case for the Distribution Hub, allocated £5m to create a Nature Recovery Fund, and noted the intended receipt of £868,500 for Local Remediation Acceleration Plans and £200k from Homes England on 05/06/2026. They also delegated finalisation of the allocation and use of these funds to the Director of Place and Director of Homes and Regeneration respectively. The Committee also delegated authority to the Executive Director of Transport to enter into a grant funding agreement with First Bus through the Zero Emission Buses Regional Areas (ZEBRA2) award.

The West of England Combined Authority Committee approved change requests for schemes within the Investment Fund programme and agreed to allow certain councils to move CRSTS risk budgets between CRSTS projects on 05/06/2026. This included returning £523k from the Green Growth Impact Fund and £230k from FWD (formerly ISTART) Phase 0 to the Investment Fund headroom.
