Decision

That the Director of Operations and Delivery:

1)     Approve the continuation of a grant funding model for Phase 2 of Connect to Work (April 2027 to March 2030), supported by strengthened grant management, performance management and assurance arrangements.

2)     Approve the continuation of the existing mixed delivery model, comprising:

a.     a regional prime provider delivering Supported Employment across the West of England alongside specialist voluntary, community and social enterprise (VCSE) delivery partners providing additional expertise for priority participant groups; and

b.     employer-based delivery through employer-led organisations and consortium models to strengthen employer engagement and access to competitive employment opportunities.
