Decision
 
The Cabinet Member for Planning and Economic
Development has approved the nine Neighbourhood CIL (NCIL) bids
below.  
 

Nature Sacred – Mount Street
Gardens Project (Mayfair): NCIL request of £86,462 to enhance
Mount Street Gardens in Mayfair through renovations to the garden
and the installation of three benches as part of the Nature Sacred
program, which promotes mental well-being and community connection
through reflective green spaces known as Sacred Places. 

Mayfair Art – Power Connection
for Lighting of Public Art in Berkeley Square (Mayfair):  NCIL
request of £15,500 to conduct a feasibility study, and
subject to its outcome, install a permanent power connection to
facilitate lighting of public art outside Philips Auction House on
the north side of Berkeley Square. 

Formosa Street Pedestrianisation -
Feasibility study, options appraisal, design and costing (Phase 1)
for pedestrianisation of part of Formosa Street (Little Venice and
Maida Vale): NCIL request of £39,875 to fund initial studies
and design work for pedestrianising part of Formosa
Street. 

Feathers Marylebone Youth &
Community Club – Funding for an Electric Minibus
(Marylebone):  NCIL request of £84,529 to purchase an
electric minibus.  

London Tigers- Funding for an
Electric Minibus (Marylebone and Ebury Bridge): NCIL request of
£77,999 (£38,999.50 to each Neighbourhood) to purchase
an electric minibus.  

London Tigers – Gym and music
Equipment (Westbourne): NCIL request of £25,048 to equip the
youth club with gym, music, IT, sensory, and gaming resources to
support diverse activities and needs. 

St Marylebone CE School –
Windows 11 PC Upgrade Project (Phase 3) (Marylebone): NCIL request
of £81,028.59 to complete a Windows 11 upgrade by replacing
180 outdated staff PCs, ensuring secure and efficient digital
infrastructure across the school. 

St Clement Danes CE Primary School
– CCTV Project (St James’s): NCIL request of
£13,609.44 to install a new CCTV system, replacing a failing
internal setup and adding external cameras to enhance pupil safety
and deter antisocial behaviour. 

Soho Parish CE Primary School
– Creative Outdoor Play Space and Garden (Soho): NCIL request
of £167,200 to transform the current playground into an
inclusive, biodiverse space with creative play structures and
sensory planting. 

 
Reasons for
Decision
 
This decision will ensure robust and effective
expenditure and reporting in line with the Planning Act (2008) and
the Community Infrastructure Levy Regulations 2010, in accordance
with the council’s strategic priorities, the revised CIL
Spending Policy Statement (2022), and the council’s
frameworks for resource allocation and management.?
