Decision

The Executive Director of Environment and Communities has approved Transport for London (TfL) undertaking works comprising changes to a number of streets in the area surrounding the extents of the TfL Oxford Street West (OSW) proposals, including the Making of associated Traffic Management Orders under the Road Traffic Regulation Act (1984) and TfL undertaking works on Westminster highway in support of the changes by entering into legal agreements pursuant to Section 101 of the Local Government Action (1972) and Section 8 of the Highways Act (1980).

Section 101 of the Local Government Act 1972 (LGA 1972) gives local authorities in England and Wales the statutory power to delegate their responsibilities. It allows a council to arrange for its functions to be discharged by a committee, a sub-committee, an officer, or even another local authority

Section 8 of the Highways Act 1980 enables local highway authorities and the national government to enter into formal legal agreements. These agreements allow one authority to carry out construction, improvement, or maintenance functions on behalf of another authority.
