Purpose:

Content: Decision   For the reasons set out in the report Cabinet RESOLVED to Agree:   i)  To delegate to the Corporate Director of Environment and Sustainable Transport, in consultation with the Cabinet Member for Environment and Sustainable Transport to:   a)  implement formal parking bays for micro-mobility services in the proposed pilot area using experimental and/or permanent traffic management orders where required, including consideration of any objections received at statutory consultation; b)  agree the sites in Newham to be used in the pilot micro-mobility programme which may be increased as per d) below; c)  to enter into Memoranda of Understanding with micro-mobility operator(s) to provide, manage and maintain these services for a pilot area and period, pending operation of the pan-London contract that will supersede these agreements; d)  subject to the outcomes of the pilot, implement incremental expansion of the operating area via the provision of additional formal parking bays as per (b) above in further pilot areas. ii)  To note the work of London Councils and Transport for London (TfL) to progress a pan-London procurement exercise for the provision of micro-mobility services, currently forecast to become available for use by boroughs in 2026 at the earliest. Consideration to participate in this contract will be sought from Cabinet at a later date.   Alternatives Considered   a)  A do-nothing option has been considered, but would continue to perpetuate the dis-benefits of the current operators, including footway obstruction, whilst securing no additional benefits for residents. b)  An enforcement-only option has been considered, however as noted above, the Council lacks the powers to prevent dockless cycle operation in the borough, and the powers available to enforce on a site-by-site basis are not fit-for-purpose.
