Purpose: This report sets out the proposed procurement strategy  and award of contract in order to source a cloud-based Software as a Service (SaaS) Highways Asset Management System for the Council.   The Highways service relies on this software application to carry out its statutory duties as a Street Works Authority and to manage the planned and reactive maintenance of our public highways, footpaths, street lighting and other assets.   Previously, the software was licenced on a perpetual basis from 2004 until 2022, when it was upgraded to a SaaS model. This transition has resulted in significant performance improvements and efficiencies for back office and front-line staff, enhancing operational delivery and ensuring the maintenance of a safe and clean public realm.   The recommended procurement route and award of contract will be to Call-Off directly using the Yorkshire Purchasing Organisation (YPO) Framework – Environmental, Street and Waste Management (LOT 4), which provides best value and procurement compliance.? The proposed contract term will be for a period of 7 years from financial year Quarter 1 2025/2026 for a total value of £420,000.?
