Purpose: Cardiff Children’s Services is proposing a new policy to increase placement stability for children and young people in care. The policy supports physical adaptations to the homes of existing foster carers, kinship carers, and special guardians, enabling them to accommodate sibling groups and multiple children. This initiative aims to provide appropriate stable placements for children and young people. It also aligns with the broader strategy to expand in-house fostering capacity and reduce reliance on external residential placements. These efforts support Cardiff’s vision of providing the right care, at the right time, in the right place, ensuring children can thrive and reach their full potential.  

Content: RESOLVED: that   1.      the policy and administration of the grant aimed at maximising placements for children and young people through adaptations and extensions to the homes of current carers be approved.   2.     the improved recruitment and retention offer for our in-house foster carers be noted.
