Purpose: The Council has been awarded grant funding to undertake fabric retrofit works on units below EPC C, and damp and mould high priority units in North Woolwich, East Ham and Canning Town.   The report seeks approval to enter into agreements for a strategic partnership and associated grant funding to a value of £1.4m together with approval of match funding of £1.8m in respect of the Warm Homes Social Housing Fund

Content: For the reasons set out in the report and its appendices Cabinet RESOLVED to agree to:     i)  The Council’s acceptance of £1,520,471 of funding allocated from the Warm Homes: Social Housing Fund (WH: SHF) programme via the London Councils (Retrofit London) Consortium;   ii)  The Council’s entry into legal agreements with the London Councils (Retrofit London) Consortium, Camden LBC and the Department for Energy Security & Net Zero (DESNZ), including the London WHSHF Strategic Partnership Agreement and the WHSHF Grant Step-Down Agreement with Camden LBC, to implement the above recommendation;   iii)  Delegated authority to the Corporate Director of Resources in consultation with the Cabinet Member for Council Housing Improvements and the Cabinet Member for Air Quality and Climate Emergency to enter into any other agreements with the London Strategic Partnership or any associated arrangements with a third party to implement and support the delivery of WHSHF Wave 3;   iv)  A procurement exercise under the CCS (Crown Commercial Services) framework for a contract for works to carry out the Council’s Warm Homes programme divided between a maximum of 3 Lots, with an estimated total value of £4m as set out in Section 4 below; and   v)  Delegated authority to the Corporate Director of Resources, in consultation with the Cabinet Member for Council Housing Improvements and the Cabinet Member for Air Quality and Climate Emergency to award all contracts necessary for delivery.     Alternatives Considered   Not applicable
