Decision
Newham Growth Plan 2025-2030
Decision Maker: Cabinet
Outcome: For Determination
Is Key Decision?: Yes
Is Callable In?: Yes
Date of Decision: July 22, 2025
Purpose: The report will introduce the Newham Growth Plan, which will set out the strategy and action plan for inclusive economic growth in the borough for 2025-2030. This builds on the council’s 2019 Inclusive Economy Strategy, and aligns with regional and national strategies (including the London Growth Plan) to harness London and Newham’s growth opportunity to drive livelihood security for our residents, support local businesses to offer good quality work, and attract the right type of inward investment to support prosperous and healthy communities. With an overarching commitment to improve livelihood security for residents, the Growth Plan focuses on supporting thriving places, securing investment, optimising innovation, and supporting key growth sectors emerging in the borough, i.e. digital and data, culture and creativity, and green skills and construction. The Newham Growth plan will include a concise Action Plan to guide delivery and investment against aspirations and success metrics. It also sets out how we will work in partnership with local and regional stakeholders, businesses and residents. Approval is sought for the Newham Growth Plan.
Content: For the reasons set out in the report and its appendices Cabinet RESOLVED to agree to approve: i) The Newham Growth Plan 2025-2030 as set out in Appendix 1. Alternatives Considered a) Do not adopt an updated economic approach. This is not recommended as this could result in Newham suffering economic disadvantages (including missing out on future funding) due to not being fully aligned with recent local and national strategies.
