Decision
Mayors Waste Improvement Programme Quarter 4
Decision Maker: Cabinet
Outcome: Recommendations Approved
Is Key Decision?: No
Is Callable In?: No
Date of Decision: July 23, 2025
Purpose: This report provides the Quarter 4 update for the Mayor’s Waste Improvement Programme (MWIP) 2024/25 delivery plan. This is in response to the Mayor’s declaration of a waste emergency in Tower Hamlets, and a one-off investment of £5m for 2024/25, to transform waste services.
Content: DECISION: 1. approves the Quarter 4 Mayor’s Waste Improvement Programme (MWIP) progress report; note the improvements in the cleanliness of the borough and the expenditure of the £5m investment. 2. approves the review and reorganisation of street cleansing services, including the optimisation of resources and the implementation of updated street cleansing schedules. 3. supports the continued monitoring of street cleanliness data, using GIS tools and internal inspections. 4. approves the rollout of mobile technology to street cleansing staff, to improve real-time reporting, operational responsiveness, and service transparency.
Reasons for the decision: In line with requirements of Working Together to Safeguard Children 2023, this report must be published and shared with the National Child Safeguarding Practice Review Panel and Foundations by September 2025.
Alternative options considered: The Mayor could decide not to have a quarterly update on the £5m investment to transform waste services.
