Purpose: The Safeguarding Adults Board Strategy 2025-30 sets out the Boards five year strategy for safeguarding adults, outlining the priorities of the Board and detailing the actions required to achieve those priorities.

Content: DECISION   1.     Notes the attached Safeguarding Adults Board (SAB) Strategy 2025-30   2.     Formally confirm the council’s adoption of the SAB Strategy 2025-30 as a core member of the SAB 

Reasons for the decision: 1.     Local Authorities have a duty under the Care Act 2014 to establish and maintain a Safeguarding Adults Board, with responsibility for all adult safeguarding across the entire locality area.   2.     The SAB is required to coordinate and ensure the effectiveness of safeguarding work done by its member organizations and as part of its core duties it must publish an evidence based strategic plan for each financial year that sets out how it will meet its objectives.   3.     Senior officers from the Health Adults and Social Care department within Tower Hamlets Council, including the Director of Adult Social Care, have participated in the development of the strategy to support alignment of the strategy with the local authority’s priorities. 

Alternative options considered: If the council wishes to request any changes to the SAB strategy then it may do so via the Independent Chair of the SAB, who would take the decision as to whether to incorporate these changes. If this requires the final version to come back through the council’s governance processes then this could add considerably to the time required for sign-off by SAB members and delay adoption of the strategy by the SAB as a whole.   Failure to adopt the SAB strategy at all would mean that the SAB, and the council as a statutory member of the SAB, is not meeting its statutory duties, with the reputational and best value-related risks associated with that course of action.
