Purpose:

Content: For the reasons set out in this report and its appendices, Cabinet RESOLVED to Agree to:   i)  Endorse the Delivering Best Value for Our Residents Plan that has been developed in response to the Non-Statutory Best Value Notice received by the Council on 8 May 2025; ii)  Note the progress made since the last report in July on priority areas for improvement, together with the September Assessment from the independent members of the Newham Transformation & Improvement Board and the report on our second quarterly meeting with officials from the Ministry for Housing, Communities and Local Government on 23 September; iii)  Note the update on our Transforming Newham For the Future programme and the work in hand to develop a Transformation Programme Management Office (PMO) and strengthen our corporate approach to improvement and transformation, so that we can reduce our costs and improve residents’ experiences in dealing with us; iv)  Note the update on delivering the Action Plan developed in response to the autumn 2023 Local Government Association (LGA) Corporate Peer Challenge. v)  Note the Mayor and Chief Executive contributed, on the basis of Newham’s experience, to a Ministry of Housing, Communities and Local Government Evaluation of Lessons Learnt from Local Government Statutory and Non[1]Statutory Best Value Interventions that will inform a reset of government’s overall approach to intervention.   Alternatives considered   N/A
