Purpose:
Content: For the reasons set out in this report and its appendices, Cabinet RESOLVED to Agree to: i) Approve the award of the Highway Professional Services Contract 2026 to Project Centre Limited, for a term of 4 years with 2 optional extensions 3 of 1 year each at an estimated value of £12.0m throughout the lifetime of the contract; and ii) Approve the award of two Highways Works contracts for a term of 4 years with 2 optional extensions of 1 year each to: a. Marlborough Highways Ltd.; and b. Kenson Highways Ltd. at an estimated combined total value of £150.0m throughout the lifetime of the contracts. iii) Grant delegated authority to the Corporate Director of Environment & Sustainable Transport, in consultation with the Cabinet Member for Highways and Sustainable Transport, to exercise available extensions, and vary the works split after year one between the contractors, based on value for money and performance in accordance with section 6.5. iv) Note the continuation of the Council making use of TfL’s Highways Maintenance and Projects Framework Agreement, by way of contingency, for the Professional Services Contract 2026 and Highways Works Contracts 2026 detailed in recommendations 2.1 and 2.2. Alternatives considered a) As outlined in the first cabinet report which approved the commencement of the procurement process in October 2024, several alternatives were considered. However, these were discounted at that stage. These are all detailed in the Cabinet Report submitted for Cabinet on 01 October 2024. b) A benchmarking exercise was carried out on the rates supplied by Highways Works Contractors and the Professional Services Supplier. This benchmarking exercise demonstrated that the rates supplied are comparable to the market and provide value for money to the Council, because the proposal offers a lower cost of works compared to the benchmarked alternatives.
