Purpose: This report seeks approval of the Housing Management Service’s policy on enlargements and adaptations. The policy improves on the Council’s 1998 knock-throughs policy and seeks to alleviate overcrowding.  

Content: DECISION   RESOLVED that the Mayor in Housing Management (Cabinet) Sub-Committee:   1.     Approves the Enlargement and Adaptions Policy within Appendix 1 in the report submitted.   2.     Notes the equalities impact assessment and equalities considerations as set out within this report.  

Reasons for the decision: The policy provides a clear, transparent framework for tackling overcrowding through structural interventions.   The policy ensures compliance with statutory and regulatory requirements, including the Building Safety Act 2022 and the Equality Act 2010.   The policy supports the Council’s wider housing objectives and responds to resident needs for adequate space, safety, and wellbeing.

Alternative options considered: Continue with 1998 policy. Not recommended as this would risk inconsistent decision-making, regulatory non-compliance, and a missed opportunity to address overcrowding effectively.
