Purpose: To seek approval of i) A Direct Payment Policy for Adult Social Care (ASC) ii) A policy to assess and provide transport for people where there is an eligible ASC need
Content: RESOLVED That the Executive: i) Approved the proposed Adult Social Care Direct Payments Policy as shown at Appendix A ii) Delegated all future reviews and updates to the Policy to the Executive Director of Adults, Health Partnerships and Housing in consultation with the Executive Member for Adults and Health Partnerships. Reasons for Recommendation: • The reason for this recommendation is that implementing a policy for the provision and use of Direct Payments will allow the Council to have a defined framework, in line with the charging regulations set out in the Care Act 2014 and the associated Care and Support Statutory Guidance. • Having a policy in place gives people greater clarity on the expectations for use and management of a Direct Payment. • The Council and people who draw on Adult Social Care Services will benefit from the implementation of the proposed Adult Social Care Direct Payments Policy. Alternative Options Considered: • There was consideration given to not implementing a policy specific to the provision and use of Direct Payments. • This was not considered as a viable option as currently there can be some ambiguity about acceptable use of Direct Payment funding. • Implementing a policy in relation to Direct Payments will set out what is and is not appropriate and will bring greater clarity to people who draw on Adult Social Care Services. • This policy will enable staff to have a framework with defined guidance to use when working with people to plan their care and support needs.
