Purpose: London Legacy Development Corporation (LLDC) has requested that Newham Highways deliver two road improvement projects on Pool Street and Marshgate Lane, both roads are in The Queen Elizabeth Olympic Park (QEOP). This is subject to signing a grant agreement between Newham and LLDC. Marshgate Lane is public highways however Pool Street at present belongs to LLDC. Part of the process is that Newham adopts Pool Street once the road is brought up to adoption standards. LLDC has agreed to fund both road improvements in full. These two projects will improve the highway environment and encourage and enable greater levels of active travel along the corridor and through the Queen Elizabeth Olympic Park. Newham is currently delivering Westfield Avenue scheme. Further projects such as these will enhance connectivity for the vulnerable uses. These are very important initiatives to the wider Olympic Park connectivity strategy, as it forms the main highway through the development area, connecting with LB Hackney and the A12. The area will continue to develop with emerging new developments along the highway further off into the Park. The cabinet is recommended to approve the preferred scheme option for Pool Street and Marshgate Lane (North) and agree to enter into a grant funding agreement with LLDC to receive funding contributions from them. An agreement is also needed to progress both projects to detail design and delivery on site, using Newham Contractors.
Content: Decision For the reasons set out in the report and its appendices Cabinet RESOLVED to Agree: i) To approve Newham entering into an agreement with London Legacy Development Corporation (“LLDC”) to undertake the detail design of the works to Carpenters Road (west), Marshgate Lane (north) and Pool Street (shown as initial designs on the drawing(s) in Appendix B of this report); ii) That following agreement on detailed design of the works deliver the projects on site; iii) To approve Newham entering into a funding agreement with LLDC, under which LLDC will fund the project up to the value of £10m; iv) To approve use of Newham’s Highways Framework Contract, under which the works will be completed; v) To grant delegated authority to the Corporate Director of Environmental Services & Sustainable Transport after consultation with the Statutory Deputy Mayor and Cabinet Member for Environment, Sustainable Transport, Children Services and Education: (a) to agree the projects detailed design; (b) to agree entering a deed of variation with LLDC on the grant agreement, due to increase in scope and budget, if required at a later date. (c) to undertake the necessary statutory consultation process regarding the supporting traffic regulation orders for the implementation of the scheme that including LLDC roads; (d) to make the supporting traffic orders as required, subject to no material objections being received. Alternatives Considered a) Not to assist LLDC in delivering these projects will prompt LLDC to deliver scheme to their own standards on their roads. This may expose LLDC and Newham to some element of reworking, when it comes to adoption, as the finished product may not fit in with the QEOP public highway conditions and Newham design standards. Once delivered and at the time of adoption, either LLDC would have to alter road layouts or Newham adopt as they are presented. This will be seen as wasted public resources for both organisations.
