The Local Review Body of Aberdeenshire Council met on Friday 24 April 2026 to consider a notice of review against the refusal of planning permission for four holiday cabins at Backhill of Drumblair, Forgue, Huntly. The committee upheld the appeal, granting planning permission for the development as an acceptable departure from policy.

The committee considered a notice of review against the refusal of full planning permission for the change of use of agricultural land and the installation of four cabins for short-term letting accommodation at Backhill of Drumblair, Forgue, Huntly1. The original application had been refused by the planning authority on the grounds that the proposal was not well-related to any settlement, lacked adequate viability and sustainable transport options, and had not demonstrated potential impacts on existing tourist accommodations.
During the discussion, Councillor Davidson expressed concerns about the remoteness of the site, the lack of local facilities, and the safety of the roads for walking and cycling. Councillor Victor, however, argued that the remote location was precisely what rural tourists would seek, and that the presence of two nearby dwellings, which had previously received planning permission, supported the idea that such a location could be acceptable. Councillor Simpson highlighted the potential attraction of the dark skies
for stargazing.
After considerable debate, Councillor Menard proposed a motion to uphold the appeal, considering it a suitable departure from policy due to its appropriateness for rural tourism, its contribution to the local economy, its viability, and the lack of detrimental impact on existing tourism facilities. This motion was seconded by Councillor Victor. Councillor Davidson proposed an amendment to uphold the original refusal decision, citing concerns about connectivity and safety, but this amendment did not receive a seconder.
The motion to uphold the appeal was carried by a majority of four votes. The decision to grant planning permission was made subject to conditions, including those related to electric vehicle charging points and cycle storage, as well as other appropriate conditions identified by officers.
