The Planning Sub-Committee (1) of Westminster Council was scheduled to consider three planning applications. These included a significant proposal for a national memorial in St James's Park, and two applications relating to residential properties at 4 Dean's Mews and Flat 3, 16 Thayer Street.
St James's Park National Memorial
A proposal was scheduled for discussion regarding partial relandscaping of St. James's Park to create a National Memorial to Queen Elizabeth II. This would involve the installation of figurative sculptures, a replacement bridge, works to Marlborough Gates, and the relocation of public conveniences, a kiosk, gas lamps, and The Boy
statue. The report pack indicated that the proposals would cause harm to heritage assets, including the Grade II listed Marlborough Gate and the loss of the undesignated heritage asset, the Blue Bridge. However, it was noted that this harm was considered to be outweighed by substantial public benefits, such as a widened bridge and the creation of an accessible landscape. The report pack also detailed concerns raised by various consultees, including The Westminster Society, The Gardens Trust, and the Council for British Archaeology, regarding the impact on the historic landscape, planting strategy, and the materiality of the proposed new bridge. The application was recommended for conditional planning permission and conditional listed building consent.
4 Dean's Mews, London, W1G 9EF
The committee was scheduled to consider an application for 4 Dean's Mews, London, W1G 9EF. The proposal included the removal of existing roof features and the creation of a single-storey extension, excavation of a single-storey basement, installation of replacement windows and doors, internal and external refurbishment, and the installation of Air Source Heat Pumps (ASHPs). The report pack noted that the principle of additional residential floorspace was acceptable and that, following revisions, the proposals were considered acceptable in design and conservation terms. Objections had been received regarding the impact on the conservation area, daylight and sunlight, construction impact, sustainability, noise, and privacy. The report pack indicated that these objections were not considered to be upheld, and the proposals were recommended for conditional planning permission and conditional listed building consent.
Flat 3, 16 Thayer Street, London, W1U 3JU
An application concerning Flat 3, 16 Thayer Street, London, W1U 3JU, was scheduled for discussion. The proposal involved the installation of safety railings, decking, and a planter, along with the retention of a lowered section of parapet wall, in connection with the use of the flat roof of the back addition as a roof terrace. The report pack stated that the rear of the building is not visible from public views and that the works were considered acceptable in townscape and design terms. It also noted that the use of the roof as a terrace would have no adverse impact on the amenity of neighbouring residential properties. Objections had been received concerning noise nuisance, overlooking, and potential fire risks, but the report pack indicated these were not considered to be grounds for refusal. The application was recommended for conditional planning permission.
