The annual meeting of the Borough of Rushmoor Council was scheduled to address the election of the new Mayor and Deputy Mayor, as well as the appointment of the Leader of the Council. The meeting was also set to review the Returning Officer's report following the recent local elections.
Election of the Mayor
The council was scheduled to elect Councillor Peter James Cullum as the Mayor of the Borough, a position he would hold until the Annual Meeting of the Council in 2027. Following his election, the Mayor would make a Declaration of Acceptance of Office as required by Section 83 of the Local Government Act, 1972. The Mayor would then address the meeting and signify the appointment of Mrs Ann Cullum as the Mayoress.
Vote of Thanks
A vote of thanks was scheduled to record the council's appreciation for the service rendered by Councillor Calum Stewart as Mayor and Mrs Shani Stewart as Mayoress during the Municipal Year 2025/26. It was planned that an illuminated scroll, along with a Past Mayor's Badge and a Past Mayoress' Badge, would be presented to them.
Election of the Deputy Mayor
The election of the Deputy Mayor was also on the agenda.
Returning Officer's Report
The council was to receive the Returning Officer's Report detailing the names of the individuals elected as Borough Councillors at the elections held on 7 May 2026. This report was included in the public document pack for the meeting.
Appointment of the Leader of the Council
The meeting was scheduled to consider nominations and appoint the Leader of the Council, who would serve until the Annual Meeting in 2027. Councillor Gareth Williams had been nominated by the Labour Group for this role.
Appointments 2026/27
Further nominations for appointments for the 2026/27 period were expected to be provided.

The council was scheduled to confirm the minutes of the previous meeting held on 19 March 2026.
