The Barbican Estate Residents Consultation Committee meeting scheduled for Monday, 20 April 2026, was set to cover a wide range of topics concerning the management and maintenance of the Barbican Estate. Major Works Programme
A significant portion of the meeting's agenda was dedicated to the Major Works Programme Board1 and the Barbican Estate - Major Works Delivery Forecast Years 1-302. These reports were intended to provide information on the ongoing development of a long-term strategic approach to capital investment for the Barbican Estate. The 30-year programme, estimated to cost approximately £275 million, outlines planned refurbishment and renewal projects for both building fabric and mechanical and electrical services. The reports detailed specific works such as the Barbican Podium, fire door and signage upgrades, and external building envelope repairs, alongside extensive mechanical and electrical system overhauls. The Major Works Programme Board3 report was expected to summarise matters discussed by the board, including the Planned Preventative Maintenance (PPM) Schedule and progress on fire door replacements in Lauderdale, Shakespeare, and Cromwell Towers.
Tower Lifts Refurbishment
An update on the Barbican Estate - Tower Lifts Refurbishment4 project was scheduled. This report was to provide information on the tender process for appointing a Lift Consultant, outlining the revised procurement programme and details of upcoming meetings and resident engagement activities. The project aims to address the aging condition of the estate's lift infrastructure and ensure compliance with modern safety standards.
Policies and Strategies
Several reports were scheduled for discussion concerning estate policies and strategies. The Repairs and Maintenance Policy5 was presented for approval as an internal operational framework to support the transition to an in-house repairs and maintenance service. This policy aims to establish clear service standards, responsibilities, governance, and financial controls.
Additionally, the Building Safety Resident Engagement Strategy6 for Lauderdale Tower was presented for decision. This strategy is a statutory requirement under the Building Safety Act 20227, outlining how residents will be informed, consulted, and involved in building safety decisions. The report noted that this strategy had been developed, tested, and applied in draft form as part of the Building Safety Case submission for Lauderdale Tower, which had successfully been awarded a Building Assessment Certificate8.
The Barbican Resident Guide9 was also presented for approval as a non-statutory reference document. This guide aims to provide clear and accessible information to residents and leaseholders about estate services, responsibilities, and contact details.
Other Reports
The committee was also scheduled to receive a Report of the Reporting Committee10, summarising matters discussed by that committee, and a report on the Barbican Estate Redecoration Programme 2020-2511, providing an update prior to the close-out of the project. Updates from various working parties, including the Gardens Advisory Group12 and the Service Level Agreement Working Party13, were also on the agenda. Finally, a report on Outstanding Actions14 was to be presented, detailing progress on previously raised issues.
