The Barbican Residential Committee is scheduled to convene on Monday, 11 May 2026, with a key focus on the ongoing Barbican Fire Door Replacement Programme. The committee will also consider updates on the Barbican Estate Redecoration Programme and the Repairs and Maintenance Policy.
Barbican Fire Door Replacement Programme
A significant item on the agenda is the Issue Report Barbican Fire Door Replacement Programme,
which is scheduled for decision. This report, from the Executive Director of Community and Children's Services, outlines the need to tender for a consultant design team for subsequent phases of the fire door replacement programme. It also seeks the release of funds for the technical design work by the contractor and for the supply and installation of fire doors for Phase 1, which involves the tower blocks. The report indicates that the technical design for Phase 1 is complete, and a Listed Building Consent application is required, followed by approval from the Building Safety Regulator. It is anticipated that obtaining these permissions will take approximately 12 months. The requested funds will facilitate the design development for subsequent phases. The total estimated cost for the project is £5.4 million, funded by the City Fund. The report highlights that the City made a commitment following the Grenfell Tower tragedy to ensure all flat entrance doors have one-hour fire resistance to improve resident safety.
Repairs and Maintenance Policy
The committee is set to consider the Repairs and Maintenance Policy
for decision. This policy, also from the Executive Director of Community and Children's Services, is intended to serve as an internal operational framework to support the transition to an in-house repairs and maintenance service. The policy aims to establish clear service standards, responsibilities, governance arrangements, and financial controls to ensure a consistent, high-quality, and accountable service across the Barbican Residential Estate. It covers reactive repairs, planned and cyclical maintenance, and maintenance arising from inspections and compliance activities. The move to an in-house service is intended to improve responsiveness, strengthen oversight, provide better value for money, and enable a more proactive approach to maintenance.
Building Safety Resident Engagement Strategy
Another item for decision is the Building Safety Resident Engagement Strategy.
This report, also from the Executive Director of Community and Children's Services, presents a strategy developed to meet statutory requirements under the Building Safety Act 2022. The strategy outlines how residents will be informed, consulted, and involved in decisions relating to building safety. It is a key component of the Accountable Person's duties and forms part of the wider Building Safety Case for Lauderdale Tower. The strategy has been endorsed by the Building Safety Regulator, contributing to Lauderdale Tower being awarded its Building Assessment Certificate in February 2026. The strategy details multiple communication routes, including newsletters, emails, meetings, and a planned resident app, and sets out how resident feedback will be collected and incorporated into decision-making.
Barbican Resident Guide
The committee will also consider the Barbican Resident Guide
for decision. This non-statutory reference document, from the Executive Director of Community and Children's Services, is designed to provide clear and accessible information for residents and leaseholders. It consolidates key estate information, services, responsibilities, and contact details into a single, user-friendly resource, aiming to support new residents and serve as an ongoing reference for existing ones. The guide covers topics such as estate management, accessing services, estate regulations, and resident obligations, but importantly, it does not supersede lease agreements.
