The Court of Common Council's meeting scheduled for 23 April 2026 was set to focus on the appointment of members to various committees and outside bodies, alongside a review of the City of London Police's annual plan and legislative updates. A significant portion of the agenda was dedicated to the appointment of individuals to numerous committees, including the Policy and Resources Committee, Investment Committee, and the City of London Police Authority Board, with several contested vacancies.
Appointments to Committees and Outside Bodies
A substantial part of the meeting's agenda was dedicated to the appointment of members to a wide array of committees and sub-committees, as well as to outside bodies. This included filling vacancies on the Policy and Resources Committee, the Investment Committee, the City of London Police Authority Board, the Corporate Services Committee, the Board of Governors of the Guildhall School of Music & Drama, and the Barbican Centre Board. Several of these appointments were contested, with supporting statements from candidates provided.
Additionally, appointments were scheduled for the Audit and Risk Management Committee, Gresham Committee (City Side), Natural Environment Board and West Ham Park Committee, Epping Forest & Commons Committee, Licensing Committee, Pensions Committee, Health and Social Care Scrutiny Committee, Health and Wellbeing Board, City Bridge Foundation Board, Digital Services Committee, Hampstead Heath, Highgate Wood & Queen's Park Committee, Barbican Residential Committee, Markets Board, Education Board, Culture Heritage and Libraries Committee, Community and Children's Services Committee, and the Port Health & Environmental Services Committee. Appointments to Ward Committees and outside bodies, such as The Guild Church of St Lawrence Jewry, were also on the agenda.
City of London Police Authority Board
The Court was scheduled to receive a copy of the City of London Police Annual Refresh for the year 2026-27. This document outlines the proposed arrangements for policing the City and the discharge of the City of London Police's national or international functions. The plan, drafted by the Commissioner of Police, takes into account national strategic policing priorities and government policy statements.
Legislation
A report was to be presented detailing measures introduced into Parliament that may have an effect on the services provided by the City Corporation. This included updates on the Pedicab Drivers (London) Regulations 2026, The Trade in Endangered Species of Wild Fauna and Flora (Council Regulation (EC) No 338/97) (Amendment) Regulations 2026, The Town and Country Planning (Appeals) (Written Representations Procedure) (England) (Amendment and Saving Provision) Regulations 2026, The Local Government Finance Act 1988 (Calculation of Non-Domestic Rating High-Value Multiplier) (England) Regulations 2026, and the Financial Services and Markets Act 2000 (Cryptoassets) Regulations 2026.
Planning and Transportation Committee Report
The Planning and Transportation Committee was scheduled to present a report concerning the appropriation of several properties: 150 Aldersgate Street, 1 London Wall Place, 2 London Wall Place, 11 Pilgrim Street, 2 Swan Lane, 55 Ludgate Hill, and 2 Aldermanbury Square/55 Basinghall Street. The report recommended that these properties be determined as no longer required for the planning purposes for which they were acquired and that they be appropriated for investment purposes. This would enable the grant of new long-leasehold interests over the properties.
Audit and Risk Management Committee External Member Appointments
The Audit and Risk Management Committee was to present recommendations for the appointment of external members. Following recruitment efforts, three candidates were proposed for appointment to provide additional expertise and scrutiny to the committee.
Freedom Applications
A circulated list of applications for the Freedom of the City was to be considered.
Corporate Services Committee Proposal
The Corporate Services Committee was scheduled to consider a proposal for the creation of a Grade J post, in accordance with Standing Orders and the City Corporation's Pay Policy Statement.
Policy and Resources Committee Report
The Policy and Resources Committee was to provide a report detailing action taken under urgency procedures concerning the disposal of parcels of highway land.
Finance Committee Report
The Finance Committee was to provide a report detailing action taken under urgency procedures concerning the London Museum annual pay award to staff.
Civic Affairs Sub-Committee Report
The Civic Affairs Sub-Committee was to present a report detailing action taken under urgency procedures concerning the provision of hospitality.
The meeting also included standard procedural items such as the confirmation of minutes, declarations of interest, and mayoral engagements. A motion was to be put forward to exclude the public for certain items of business due to the likely disclosure of exempt information.
