The Resource and Estates Committee (Police) met on Monday 1 June 2026 to review financial monitoring reports, workforce data, and productivity plans for the City of London Police. Provisional Revenue and Project Programme Budget Monitoring

The committee was scheduled to receive an update on the provisional revenue and project programme budget monitoring for the financial year 2025/26. This report, presented by the Commissioner of Police, was intended to provide information on the financial outturn for the period. The report detailed that the provisional revenue outturn for 25/26 was £122.7m, resulting in a breakeven position. This outcome was supported by underspends in certain areas, some of which were unplanned and linked to recruitment timelines, while others were due to successful negotiations. The report also highlighted that the total City of London Police Project & Capital Programme budget for 25/26 was £13.565m, with an outturn expenditure of £16.9m, resulting in an overspend of £3.3m. This overspend was primarily attributed to additional expenditure relating to the FCCRAS/Report Fraud Programme.

Q4 Workforce Monitoring Report

A report on the Q4 workforce monitoring for the period of January to March 2026 was scheduled for discussion. This report, authored by the HR Director and Workforce Planning Information, aimed to provide the committee with an overview of the City of London Police's human resources data. Key areas covered included officer and staff workforce strength against establishment targets, progress on the Strategic Workforce Plan, and trends in force representation concerning ethnic minority and female officers and staff. The report also detailed sickness absence rates and the performance of the Occupational Health Service in meeting its service level agreements.

City of London Police Productivity Plans

The committee was set to review the City of London Police's productivity plans for the upcoming year. This report, presented by the Commissioner of Police, outlined a refreshed approach to productivity improvement, moving away from a standalone multi-workstream programme towards a more integrated model. The focus for 2026/27 was to be on embedding productivity improvements through business-as-usual activities, the force's change portfolio, and a focused approach to cashable efficiencies. The report highlighted the importance of improved data, benefits management, and robust governance, with oversight to be provided by the newly established Resources and Change Board. Notable successes from the previous year's Productivity Action Plan were also to be discussed, including improvements in hotspot policing, the adoption of auto-redaction software, and enhancements to retail crime investigation processes.

The meeting also included scheduled discussions on public outstanding references, an update from the Chief Finance Officer (CFO) and Chief Operating Officer (COO), and questions on matters relating to the work of the committee. Part of the agenda was designated for the exclusion of the public to discuss non-public matters, including future police estate developments and resource requirements.
