Acceptance of Grant for London Borough of Culture 2027
A key item for discussion is the proposed acceptance of a grant from the Greater London Authority (GLA) for the delivery of the London Borough of Culture 2027 programme. This initiative aims to celebrate Haringey's heritage and contemporary culture through a year-long programme of over 500 events, including large-scale spectacles, community events, and specific projects focusing on themes such as Rebel Borough
and the Liberty Festival, which celebrates D/deaf and disabled artists. The report outlines the acceptance of a total grant sum of £2,165,000, which includes contributions from the GLA and Arts Council England. The report seeks approval to accept this grant and delegate authority for the final sign-off of the Grant Agreement to the Corporate Director of Culture, Strategy & Communities. This programme aligns with the Council's commitment to placing culture at the heart of its strategy and aims to amplify community voices, create opportunities for young people in creative careers, and foster connections between diverse communities. The grant funding will support a wide range of activities, including exhibitions, heritage projects, and a dedicated children and young people's programme called Disrupt.

Enterprise Resource Planning (ERP) Programme - Phase 1
The meeting will also consider the progression of the Enterprise Resource Planning (ERP) programme, which is essential for replacing the Council's current, outdated system. The existing ERP platform, implemented 27 years ago, is nearing the end of vendor support, posing significant risks to data security, payroll, and statutory compliance. The report seeks approval for an initial budget of £1,922,653.19 to fund a defined discovery and initiation phase. This phase is critical for developing a robust business case, validating options, refining the programme's scope, and ensuring a controlled, evidence-based approach to a substantial investment. The proposed funding will support strengthening programme governance, formalising requirements, conducting market engagement, defining the procurement strategy, and mobilising data and change management foundations. This phased funding approach aims to de-risk the programme and ensure value for money before committing to full delivery funding.
Haringey Council Audio Visual Supply, Installation, Configuration & Support Contract
The meeting is also scheduled to discuss the procurement of Audio Visual (AV) equipment and services for the new Civic Centre, which is due to be occupied in 2027. The report details the outcome of a further competition exercise conducted under the North Eastern Universities Purchasing Consortium (NEUPC) framework. It seeks approval to award a contract to a preferred supplier, identified as Supplier B in the exempt portion of the report, for an estimated value of £1,571,384.61. This contract, for a period of four years commencing 13 April 2026, will cover the supply, installation, and support of AV equipment for various spaces within the Civic Centre, including the Council Chamber, democratic meeting spaces, event spaces, and collaboration areas. The procurement also includes professional services for supporting the Civic Centre and redistributing existing equipment where feasible. The report also seeks approval for a letter of intent to enable the preferred contractor to begin mobilisation early, aligning with the construction programme.
