This programme aims to rationalise existing parking arrangements within the Mid Devon Highways and Traffic Orders Committee (HATOC) area. The proposals are designed to enable more efficient enforcement, encourage sustainable travel choices such as car sharing, public transport, walking, and cycling, and assist pedestrians and other vulnerable road users. The report highlighted that these proposals support the council's Strategic Plan by working with local residents to introduce measures that benefit the community through a transparent consultation process.

The report detailed specific proposals across various locations:

• Millway, Bradninch: An extension of No Waiting At Any Time restrictions opposite number 27 was proposed to protect access to a dropped kerb.
• Willand Road, Cullompton: An extension of No Waiting At Any Time restrictions north of Goblin Lane was recommended to improve visibility.
• Lowman Way, Tiverton: Proposals included introducing No Waiting At Any Time around the junction with Lower Moor Way, between Tiverton Trade Centre and Halsgrove Units, to prevent obstructive parking and improve access for HGVs. This proposal received support from seven out of eight respondents, who cited issues with visibility and access for larger vehicles.
• Old Road, Tiverton: The introduction of No Waiting At Any Time on both sides of the road at its junction with Lewis Avenue was proposed to improve visibility. One respondent opposed this, arguing that visibility was adequate and that contractor parking was the primary issue. The officer's response noted that removing parking would improve visibility for pedestrians and ensure the junction remained clear.
• Lower Town, Sampford Peverell: No Waiting At Any Time was proposed on both sides of the road around the junction to the station to prevent obstructing parking and preserve traffic movement. Six respondents supported this, highlighting dangerous parking volumes and visibility issues.
• The Square, Uffculme: The introduction of No Waiting At Any Time to replace a faded hatched area outside number 18 was proposed to prevent obstructive parking and improve access to the opposite junction. Three respondents supported this, noting that parking blocked visibility and posed a danger to pedestrians due to the narrowness of the road.
• South Molton Road, Bampton: The proposal was to remove No Waiting on the south side between numbers 2-12 and amend the No Waiting period on the northern side to be all year round. This aimed to improve parking capacity and preserve traffic movement. One respondent supported this, while another opposed it, raising concerns about driveway access. The officer recommended a site visit to review objections before a final decision was made, with the decision delegated to the Director of Climate Change, Environment and Transport in consultation with the local County Councillor and HATOC Chair.

The financial considerations for advertising new Traffic Orders were noted as approximately £1,500 per committee area, with additional costs for signing or lining. The report also referenced legal considerations, including the duty under Section 122 of the Road Traffic Regulation Act 1984 to secure the expeditious, convenient, and safe movement of traffic.

Actions Taken Under Delegated Powers

The committee noted the traffic regulation orders that had been progressed under delegated powers since the last meeting. This included the implementation of waiting restrictions in Belle Meadow, Mill Street, Landscore, and Westwood Road, Crediton, following delegated decisions and site meetings. Additionally, a 20mph scheme on Station Road, Tiverton, was advertised and implemented without objections. The introduction of on-street disabled bays in Crediton, Cullompton, and Tiverton was also noted, with objections resolved and restrictions implemented following consultation.
