The Cabinet of Melton Council is scheduled to convene on Wednesday, 17 June 2026, to consider a range of important reports. Key discussions are expected to cover the council's corporate performance, a significant update on Local Government Reorganisation, and feedback from the Scrutiny Committee on housing regulatory compliance, the Landlord Assurance Board, and the Stockyard Project.
Scrutiny Committee Feedback
The Cabinet will receive feedback from the Scrutiny Committee on several key areas. This includes an update on Housing Regulatory Compliance, where the committee has reviewed the council's position in relation to its landlord services. The feedback is expected to cover discussions on the handling of anti-social behaviour and complaints, the robustness of the council's self-assessment processes, and strategies for addressing issues such as mould in tenant properties. The committee's report also touches upon the council's ambition to achieve a C1 grading from the Regulator for Social Housing.
Another significant item is the Landlord Assurance Board Annual Report. The Scrutiny Committee has reviewed the board's work over its second year, focusing on how tenants are recruited and supported to represent the wider tenant body. The feedback highlights the Landlord Assurance Board's anticipated significant role in the upcoming Local Government Reorganisation (LGR), particularly in overseeing the transition of the council's landlord services as it moves from managing approximately 2,000 properties to an anticipated 15,000.
Finally, the Cabinet will consider the Stockyard Project Update. The Scrutiny Committee has reviewed the progress, risks, and governance arrangements for this project. Discussions are scheduled to cover the project's reliance on support from various internal council teams, the management of a comprehensive risk register, and the project's move into its on-site phase. The feedback also addresses stakeholder communication, the management of potential cost increases in the current economic climate, and efforts to integrate the Stockyard development with the wider town centre economy, aiming to position the area as a regional hub for food and drink.
Corporate Performance, Risk and Feedback Report 2025/26, Quarter 4
The Cabinet will receive the Corporate Performance, Risk and Feedback Report for the fourth quarter of 2025/26. This report provides an update on the council's progress against its Vision 36 and Corporate Delivery Plan, covering performance and risk commentary across all corporate priorities. The report indicates that 65.1% of targeted performance indicators were on track at the end of the quarter. Areas for improvement highlighted include the recycling rate, which stands at 39.22%, and the average re-let time for council homes, which has increased to 83 days. The report also details progress against specific corporate plan actions and provides an overview of formal complaints received, with a notable increase in quarter 4, largely attributed to changes within the Planning service.
Local Government Reorganisation (LGR) Update
A significant portion of the meeting will be dedicated to an update on Local Government Reorganisation (LGR). This report follows the council's submission of its proposal for LGR in Leicester, Leicestershire and Rutland (LLR) in November 2025. The Cabinet will be updated on the preparatory work undertaken since the proposal's submission, including the 'no regrets' workstreams coordinated across the 10 LLR councils. The report notes that a ministerial decision on LGR in LLR is anticipated in July 2026. The Cabinet is asked to support a recommendation for Full Council to establish informal joint committees to oversee preparatory and transitional processes ahead of any formal establishment. Furthermore, the establishment of a cross-party LGR Members Reference Group is proposed to ensure ongoing member oversight of the process.
Cabinet Priorities, Progress Update
The Cabinet will also receive an update on Cabinet Priorities and Progress. This report is expected to provide further details on the council's ongoing work and achievements against its strategic objectives.
