The Licensing Regulatory Committee of Tower Hamlets Council met on Tuesday 9 June 2026. The meeting's agenda included a review of the committee's terms of reference, membership, and quorum, as well as the confirmation of minutes from a previous meeting.
Licensing Regulatory Committee, Terms of Reference, Membership, and Quorum
The committee was scheduled to review its established terms of reference, membership, and quorum for the municipal year 2026/2027. This included noting the delegated duties and responsibilities of the committee, which are to exercise all licensing and registration functions not already assigned to the Licensing Committee. The report indicated that the committee comprises 15 members of the council, with no substitute members permitted. The Chair and Vice-Chair of the Licensing Regulatory Committee are to be the same as those of the Licensing Committee. The quorum for this committee was set at 4 voting members. The schedule of dates for the committee's meetings throughout the municipal year was also to be noted, with additional meetings potentially convened if urgent business arose.
Minutes of the Previous Meeting
The committee was scheduled to confirm the minutes of the Licensing Regulatory Committee meeting held on 18 September 2025 as an accurate record of proceedings.
Declarations of Interest
Members were reminded of their obligation to consider the categories of interest outlined in the Code of Conduct for Members to determine if they had an interest in any agenda item. This included Disclosable Pecuniary Interests (DPIs) and Non-DPI Interests. Members with a DPI were required to declare the nature of their interest and leave the meeting room during the consideration and decision on the relevant item, unless granted a dispensation. For Non-DPI Interests, members were to declare the nature of the interest but could remain in the meeting and participate unless a reasonable person would consider their interest significant enough to impair their judgment. Members were also reminded of guidance on predetermination and bias, and the requirement to consider the merits of each case with an open mind. Additionally, members with Council Tax arrears of at least two months were restricted from voting on reports and motions related to such matters.
