The Corporate Infrastructure and Regulatory Services Scrutiny Committee of Devon Council met on Wednesday 29 April 2026. The primary focus of the meeting was to discuss an update on the consultation regarding Devon's library service and to consider an emerging vision for the future of these libraries.
Library Consultation Update
The committee was scheduled to receive an update on the recent consultation concerning Devon's library service and to review the emerging Vision for Devon's Libraries.
The report indicated that the consultation had generated significant engagement, with over 25,500 responses received. Key themes emerging from the feedback included general satisfaction with the current service, concerns about the impact of proposed reduced opening hours on visit frequency, and a strong positive response to volunteering opportunities, with over 6,000 individuals expressing willingness to volunteer. There was also considerable support for extending opening hours and interest in utilising technologies like 'Open+'1 and community-managed libraries, although more information was requested.
Conversely, the consultation revealed strong opposition to reductions in opening hours, particularly for children, older residents, and those without transport. Widespread concern was also expressed that reduced staffed hours could undermine the role of libraries as safe community spaces for vulnerable groups. Respondents called for improvements in book stock and digital availability, specifically mentioning reduced waiting times for e-books, and supported the expansion and protection of valued services such as children's activities, community events, digital support, and outreach.
The report noted that the Council's budget decisions in February 2026 had reversed a proposed £650,000 saving for the library service in 2025/26 and established a £1,000,000 Transformation Fund for future library development. The committee was invited to provide feedback on the emerging vision and the consultation findings, which would inform future recommendations to the Cabinet. The draft Vision for Devon's Libraries
aims to position libraries as Trusted • Welcoming • Community‑Led
hubs, supporting learning, connection, and community well-being. It outlines a commitment to developing and modernising libraries as inclusive community spaces, expanding access to digital inclusion, learning, culture, heritage, and wellbeing services, and co-locating services with partners. The vision also emphasises removing physical, digital, and psychological barriers to access, supporting individuals with Special Educational Needs and Disabilities (SEND), and fostering joined-up local support through co-location of services. The report stated that the Council's strategic plan for 2025-2029 highlights the value of libraries in supporting key ambitions and outcomes.
