Open Council Network is an independent organisation. We report on Richmond upon Thames and are not the council. About us
The Adult Social Services, Health and Housing Committee is scheduled to meet on Tuesday 16 June 2026. The meeting's agenda includes discussions on the performance of adult social care services, housing improvement plans, and the council's financial outturn for the past year.
Social Housing Improvement Plan: L&Q
The committee is scheduled to receive a presentation from L&Q, a housing association, regarding the Social Housing Improvement Plan. This plan outlines initiatives aimed at enhancing the quality of social housing.
Tenants' Champion Report 2025-2026
Councillor Paulina Vassileva, the Tenants' Champion, is scheduled to present her annual report for 2025-2026. This report will detail the work undertaken by the Tenants' Champion Service over the past year, focusing on addressing residents' concerns and promoting better working practices between tenants and housing associations. The service aims to act as an escalation route for social housing residents when their complaints cannot be resolved directly with their landlords.
Care Quality Commission Assessment in Adult Social Care
A report is scheduled to be presented to the committee, providing an update on the Care Quality Commission's (CQC) assessment of adult social care services in Richmond. The report will share key findings and highlights from the assessment process and the final CQC report. The CQC is the independent regulator of health and social care services in England, and its assessments evaluate the quality and safety of services. The report notes that the CQC assessment framework for local authorities, introduced under the Health and Care Act 2022, assesses performance across four key themes: working with people, providing support, ensuring safety, and leadership. Richmond's Adult Social Care received an overall rating of 'Good' in its assessment, with positive feedback on its person-centred approach, strong partnerships, and effective safeguarding arrangements.
Adult Social Care Outcomes Framework Annual Performance Report 2024-25
This report will provide an overview of Richmond upon Thames' performance against the Adult Social Care Outcomes Framework (ASCOF) for 2024-25. It will compare the borough's performance with 31 other London boroughs and England as a whole. The ASCOF measures how well adult social care support helps people achieve outcomes that matter to them, such as quality of life, choice, safety, and independence. The report indicates that Richmond's performance is strong against both London and national benchmarks, with many indicators performing in the top two quartiles. Notably, Richmond ranks highly for social care-related quality of life and for people feeling in control of their daily lives.
Revenue and Capital Outturn 2025/26
The committee is scheduled to receive a report detailing the revenue and capital budget management for 2025/26. This report will provide an overview of the financial performance and summarise any actions being taken to manage the budget. The report indicates a projected revenue budget overspend of £2.633m, with significant variances noted in the Resident Services Directorate, particularly concerning homelessness services and temporary accommodation costs. The Adult Social Care & Public Health Directorate, however, is showing an underspend. The capital budget also shows variances, with underspends in several areas, including housing grants and affordable housing development.
Richmond Corporate Plan 2025/26 End-Year Performance Report
This report will provide a progress update on the Richmond Corporate Plan (RCP) actions and performance against key performance indicators (KPIs) relevant to the committee's remit for 2025/26. It will highlight areas of improving and good performance, such as an increase in people quitting smoking, high success rates in safeguarding enquiries, and improved completion of disability adaptations. The report also identifies areas of underperformance, including a rise in admissions to residential and nursing homes for residents aged 65+ and a shortfall in affordable housing completions, attributed to project delays.
Appointments to Joint Health Overview and Scrutiny Committees
The committee is requested to make appointments to the South West London & Surrey Joint Overview and Scrutiny Committee and the North West London Joint Overview and Scrutiny Committee for the municipal year 2026/27. These committees are established to scrutinise health reconfiguration proposals across multiple local authority areas, ensuring Richmond's views are represented.
Committee Work Programme
The committee will consider its work plan for future business. This includes upcoming reports on the Adult Social Care Outcomes Framework, a Private Rented Sector Offer Policy, a revised Housing Allocations Scheme, the Adult Social Services Statutory Complaints Report, and quarterly monitoring reports for revenue and capital budgets.
