The Scrutiny & Overview Committee is scheduled to meet on Tuesday 16 June 2026 to review the council's financial performance and receive an update from the Executive Mayor. The committee will also consider recommendations from its sub-committees and discuss the scrutiny work programme for the upcoming year.
Executive Mayor's Update
The committee is scheduled to receive an update from Executive Mayor Jason Perry, covering the administration's key achievements over the past year and its priorities for the year ahead. This update will form part of the Mayor's Business Plan 2026-2030, which focuses on areas such as cleaner streets, safer neighbourhoods, thriving town and district centres, better housing, improved services, investment, growth, and restoring pride in Croydon. The First 100 Days Programme, aimed at delivering visible improvements and practical action, will also be discussed. The Mayor's priorities include a fair deal for residents, a cleaner and safer Croydon, a busy and confident town centre, stronger local high streets, better roads and journeys, homes people can be proud of, and support for families, young people, and adults.
2025-2026 Period 10 Financial Performance Report
A key item on the agenda is the review of the 2025-2026 Period 10 Financial Performance Report. This report details the in-year delivery of the council's budget. The committee is expected to note the report, consider its conclusions on the forecasted budget position, and determine if any actions need to be recommended to the Cabinet. Additionally, the committee will consider if any specific areas of concern should be prioritised for future in-depth scrutiny. The report indicates a forecast underspend of £27.3m against the 2025-26 budget, an improvement since the previous period. It also notes that the council is working to balance its books and reduce the need for capitalisation directions from the government. The report highlights the ongoing challenge of increased demand for services and rising market prices.
Scrutiny Recommendations
The committee is scheduled to consider recommendations made by its various sub-committees. These recommendations, arising from meetings of the Health & Social Care Sub-Committee and the Streets & Environment Sub-Committee, will be presented for approval before being submitted to the Executive Mayor and Cabinet for their consideration. The Health & Social Care Sub-Committee's recommendations include sharing anonymised summaries of Prevention of Future Deaths notices with the Association of Directors of Adult Social Services. The Streets & Environment Sub-Committee's recommendations focus on providing more public information on the gully cleansing programme and educating residents about waste transfer licences.
Scrutiny Work Programme 2026-27
The committee will discuss the Scrutiny Work Programme for 2026-27. A full version of the work programme is expected to be presented at the next committee meeting on 21 July 2026. Members will have the opportunity to consider whether any additional items should be provisionally added to the work programme as a result of the discussions held during this meeting. The development of the work programme will be guided by the principles agreed upon by the committee and its sub-committees.
