The Planning and Transportation Committee is scheduled to convene on Wednesday, 6 May 2026. The meeting's agenda includes the appointment of sub-committees and the election of a Chairman and Deputy Chairman.
Appointment of Sub-Committees
A key item on the agenda is the appointment of sub-committees for the upcoming civic year. The report outlines recommendations for the composition and terms of reference for these sub-committees. The committee is expected to review and agree on the frequency of its meetings and those of its sub-committees.
The Planning and Transportation Committee appoints the following sub-committees:
- Planning Applications Sub-Committee: This sub-committee is responsible for determining planning, listed building, and advertisement consent applications that are not delegated to officers. Its composition mirrors that of the main committee, with members automatically appointed.
- Streets and Walkways Sub-Committee: This sub-committee will focus on traffic engineering and management, the maintenance of the City's streets, and the agreement of schemes affecting the City's Highways and Walkways. It will also oversee road safety matters, the provision and repair of bridges and subways, public lighting, and the day-to-day administration of the committee's car parks. The report seeks approval for its terms of reference and constitution, and members will be asked to appoint up to seven members to serve on it, in addition to the Chairman and Deputy Chairman of the Grand Committee. Representatives from the Finance Committee, Police Authority Board, Port Health and Environmental Services Committee, and the Natural Environment Board are noted for inclusion. A Chairman for the sub-committee will be elected.
- Local Plans Sub-Committee: This sub-committee will provide guidance and make recommendations on changes to the City of London Local Plan. The report notes that the sub-committee's work on the City Plan 2040 is complete, but membership offers an opportunity to be involved in the early stages of work on policies underpinning the City's planning strategy. The committee will be asked to approve its terms of reference and constitution, and appoint up to six members. Representatives from the Policy and Resources Committee and the Port Health and Environmental Services Committee are also noted for inclusion. A Chairman will be elected, with a convention that the role is assumed by the Chairman of the Grand Committee if no expressions of interest are received.

Election of Chairman and Deputy Chairman
The committee is also scheduled to elect a Chairman and a Deputy Chairman in accordance with the relevant standing orders.
Order of the Court of Common Council
The committee will receive the Order of the Court of Common Council from Thursday, 23 April 2026, for information. This order outlines the constitution, quorum, and membership for the 2026/27 civic year for the Planning & Transportation Committee. The committee's terms of reference are extensive, covering its responsibilities as the local planning authority, highway authority, and lead local flood authority, among other functions.
