The Overview and Scrutiny Committee of Islington Council is scheduled to meet on Thursday 18 June 2026. The meeting's agenda includes discussions on the committee's membership and terms of reference for the upcoming municipal year, as well as a review of the draft work programme for 2026-27. Membership and Terms of Reference
The committee is set to review its own composition and operational guidelines for the 2026-27 municipal year. This includes confirming the membership, which comprises Councillor Nick Wayne as Chair and Councillor Troy Gallagher as Vice-Chair, alongside other councillors. The report outlines the committee's purpose, which is to review the performance of local services, to scrutinise decisions and actions taken on matters within their terms of reference, to contribute to the review and development of council policy, and to make recommendations to enhance and improve service delivery for residents.
1 The terms of reference cover a broad range of council functions, including corporate finance, asset management, economic infrastructure, procurement, council tax, community financial resilience, communications, resident experience, complaints, equalities, corporate performance, policy development, risk management, digital services, HR, electoral services, and emergency planning. The committee's work is intended to support all missions of the Islington Together 2030 Plan.
Draft Work Programme 2026-27
A significant item on the agenda is the discussion of a draft work programme for the Overview and Scrutiny Committee for the 2026-27 period. This programme will outline the key areas the committee intends to focus on for scrutiny and policy review over the coming year.
Forward Plan of Key Decisions
The committee will also review the council's Forward Plan of Key Decisions. This plan details forthcoming decisions that are likely to be financially significant or have substantial effects on residents and businesses across two or more wards. The plan, published on 5 May 2026, lists decisions to be taken by the Executive and Corporate Directors, with dates ranging from May to July 2026. These decisions cover a wide array of services, including contract awards for care and support services, housing repairs, language services, electric vehicle charging points, and childcare charges. Some of these decisions may involve the exclusion of the press and public due to the potential disclosure of exempt or confidential information.
Scrutiny Review Tracker
The committee will also examine the Scrutiny Review Tracker. This document likely provides an update on the progress of ongoing scrutiny reviews, allowing the committee to monitor their status and ensure timely completion.
