The Plans Sub-Committee No. 1 of Bromley Council is scheduled to meet on Thursday 18 June 2026 to consider a range of planning applications and a Tree Preservation Order. The meeting's agenda includes discussions on several residential developments, a proposal for outdoor sports facilities, and alterations to a primary school.
Planning Applications Scheduled for Discussion
The committee is scheduled to review seven planning applications.
12 Crescent Way, Orpington
A planning application concerning 12 Crescent Way, Orpington, BR6 9LP is scheduled for discussion. The proposal seeks permission for the Continued use of building from bakery/café (Use Class E) to mixed use bakery/café (Use Class E) and distribution centre (Use Class B8)
. This application has generated significant public interest, with 71 representations received, including 39 in support and 23 objections. The report indicates that the proposals are not considered to impact detrimentally on the vitality and viability of the local shopping parade, nor result in a significant loss of amenity to neighbouring properties. No adverse impact on parking or highway safety is anticipated.
Scrubs Farm, Lower Gravel Road, Bromley
The committee will consider a proposal for Scrubs Farm, Lower Gravel Road, Bromley, BR2 8LL. This application seeks planning permission for the Erection of 4no. Outdoor Padel Courts, WC/office building, with associated access, fencing, gates, landscaping, floodlights and car parking.
The report recommends refusal, stating that The proposal would constitute inappropriate development in the Green Belt and the Very Special Circumstances advanced in support of the development are not considered to outweigh the harm by reason of inappropriateness and loss of openness.
Despite 51 representations in support and no objections, the primary concern is the impact on the Green Belt.
David Lloyd Leisure, Stanhope Grove, Beckenham
A proposal at David Lloyd Leisure, Stanhope Grove, Beckenham, BR3 3HL is also on the agenda. This application concerns the Extension of existing car park onto land fronting Stanhope Grove, with associated hard and soft landscaping, formation of junior football pitch and installation of 13 no. 6m high lighting columns.
The report recommends refusal, citing a detrimental impact on the appearance of the site, which is designated as Urban Open Space, and the visual amenities of the area in general.
Concerns are also raised about the impact on residential amenities and the overall balance of benefits against harms. This application has generated substantial public engagement, with 1084 representations received, including 504 in support and 579 objections.
Land Adjacent Walsingham Lodge, Woodlands Road, Bickley Park Road
The committee will review an application for Land Adjacent Walsingham Lodge, Woodlands Road, Bickley Park Road, Bickley & Sundridge. The proposal is for the Erection of a part one/ two-storey self-contained 3 bed dwelling (Use Class C3) with green roof and solar panels; associated landscaping, refuse and cycle storage amenities.
The recommendation is to grant permission, with the report highlighting that the design is considered acceptable and would not harm the character and appearance of the street scene, Area of Special Residential Character, and adjoining Conservation Area. The impact on neighbouring properties and the highway is also deemed acceptable.
Hawes Down Primary School, The Mead, West Wickham
Plans for Hawes Down Primary School, The Mead, West Wickham, BR4 0BA are scheduled for discussion. The proposal involves the Demolition of existing toilet block and detached building, relocation of car park, construction of access ramps and canopies, erection of new security fence and bin store, and associated works.
The recommendation is to grant permission, with the report concluding that the design of the proposed alterations would not result in harm to the character and appearance of the application property or street scene, and the impact on neighbouring properties is acceptable.
28 Manor Road, Beckenham
A proposal for 28 Manor Road, Beckenham, BR3 5LE is to be considered. This application seeks permission for the Conversion and extension of existing dwelling into 5 self-contained units, including single, two and three storey rear extensions with balconies, roof alterations including the addition of a rear dormer, front rooflights, and provision of refuse/recycling storage, cycle spaces, and new side/rear garden access.

Finally, the committee will discuss 26 The Drive, West Wickham, BR4 0EP, concerning a Tree Preservation Order (TPO) application. The proposal is to T1 Oak tree in front garden - Fell to ground level and grind out the stump/roots.
Consent is recommended based on the evidence reviewed, despite 65 objections and only 1 in support. The report highlights safety concerns due to fungal infection and decay, supported by council tree team testing, deeming the felling necessary despite the loss of a significant tree.
