The Chief Officer Appointments Sub-Committee of Newham Council was scheduled to convene to discuss the appointment of a new Director of Young People and Opportunities. Appointment for the Post of Director of Young People and Opportunities

The postholder is expected to report directly to the Corporate Director of Children and Young People and provide senior leadership and strategic direction across a multidisciplinary portfolio. This includes targeted youth support, youth justice, youth services, NEET reduction, post-16 education, and the wider youth commissioning function. The job description for the role, available as Appendix A, outlines key tasks and accountabilities such as managing a budget of approximately £9 million, leading complex partnership arrangements with agencies like the police and health services, and ensuring robust safeguarding policies.
The report pack also detailed that a review of the Tier 4 management structure within Children and Young People Services had led to the deletion of two senior leadership posts. One employee had not applied for the new role, while another was at risk of redundancy and was to be offered a ring-fenced priority interview in line with the Council's Change Management Procedure. This procedure outlines that roles are considered sufficiently similar in nature to be considered a possible suitable alternative
if they are at the same grade, or one grade higher or lower.
The sub-committee was asked to recommend a successful applicant for appointment, subject to consultation with Cabinet members. This consultation period allows Cabinet members to consider the proposed appointment and raise any objections, which must be reasonable and based on material fact. The report also noted that all appointments must comply with general employment and equalities legislation and the Council's recruitment policy. The financial implications of the role were stated to be within the Council's established budget and aligned with the Pay Policy for 2026/2027.
The meeting was scheduled to include discussions on exempt information regarding candidates, as detailed in Appendix B, which was not available for public inspection due to containing information relating to individuals where the public interest in maintaining exemption outweighed the public interest in disclosure.
