The Strategic Development Committee of Newham Council met on Tuesday 28 April 2026 to discuss several planning applications. Land at Knights Road, Silvertown, London E16 2AT
The committee approved a hybrid planning application for a mixed-use development on land at Knights Road in Silvertown. The scheme will deliver up to 1,667 homes, including 153 affordable social rental units, alongside commercial, business, service, and industrial floorspace. The proposed highway layout changes, including a roundabout on Knights Road, were supported by the Highways Authority, with a detailed construction logistics plan secured by condition. The £1 million contribution towards Lyle Park improvements was a key point of discussion, with assurances sought regarding a clear mechanism for its delivery. The committee also noted Tate & Lyle's concerns about road safety and site access due to the proposed highway changes.

Permission was granted for a phased development comprising the demolition of existing buildings and the construction of three blocks ranging from four to twelve storeys to provide 176 residential units. The scheme includes 35% affordable housing, with 41 units for social rent and 21 for shared ownership. Family-sized units account for 29% of the housing mix, falling short of the 39% target but supported by a financial viability assessment. The design was praised for its quality, and the development was considered acceptable in the context of Canning Town's existing tall buildings. Impacts on neighbouring amenity were deemed acceptable, with limited harm outweighed by the high proportion of affordable housing. A shortfall in on-site play space was acknowledged, with a Section 106 obligation to fund improvements to the route to Kier Hardie Recreation Ground. Transport for London's request for a £250,000 contribution towards Canning Town Station improvements was deemed disproportionate due to the scheme's viability, with a £31,000 contribution accepted instead. The committee also discussed the provision of play space for older children and the overall approach to affordable housing.
Holiday Inn Express 1-3 Silvertown Way, Canning Town, London E16 1EA
The committee approved the partial demolition, external upgrade, and extension of the existing Holiday Inn Express to provide an additional 153 hotel bedrooms, bringing the total to 273. The proposals include new restaurant and bar facilities, with associated plant, car and cycle parking, and landscaping. Transport for London's request for a £250,000 contribution towards Canning Town Station improvements was deemed disproportionate due to viability concerns, and a £31,000 contribution was accepted. This application for the demolition of the existing structure and redevelopment of the site to provide 79 residential units in four blocks ranging from four to six storeys was deferred. The committee expressed concerns regarding the lack of on-site affordable housing, the proposed developer profit level, the potential for grant applications, and the housing mix. Councillor Blossom Young highlighted the importance of genuinely affordable homes and questioned the viability assessment. Councillor Madeleine Sarley Pontin expressed disappointment with the design feedback from the Design Review Panel and the lack of architectural flair. Councillor Terence Paul raised concerns about the location being considered suburban
by the applicant and its proximity to the council offices. The committee voted unanimously to defer the application to allow for further dialogue on developer profit, seeking grants, on-site affordable homes, design clarification, and a review of the housing mix to improve viability.
The meeting also included discussions on apologies, declarations of interest, and announcements from the Chair. The next meeting was provisionally scheduled for 23 June 2025. The committee also noted the service of Councillor Terry Paul and Councillor Alan Griffiths.
