Open Council Network is an independent organisation. We report on Camden and are not the council. About us
The Planning Committee of Camden Council met on Monday 13 April 2026 to discuss several planning applications. The meeting's agenda included proposals for a change of use at Northumberland House to a hotel, the temporary installation of padel courts at the former Homebase site at the O2 Centre, and a change of use at Weston House to a leisure and socialising venue. Additionally, the committee was scheduled to consider amendments to a Section 106 agreement for Euston Tower.
Northumberland House, High Holborn, London WC1V 7JZ
The committee was scheduled to consider a proposal for the change of use of Northumberland House from office and retail (Class E) to a hotel (Class C1). The plans included the replacement of windows, alterations to shopfronts, removal of an external escape stair, the installation of blue/green roofs, a generator, and changes at roof level including photovoltaic panels and a lift overrun. The report pack indicated that the proposal would result in the loss of office and retail space, but this was considered acceptable due to evidence of a lack of demand for the existing office space and the vacancy of the retail units. The report noted that the hotel use aligns with London Plan Policy E10 and Camden Local Plan Policy E3, supporting tourism and economic growth. The proposal was recommended for conditional planning permission subject to a Section 106 Legal Agreement.
Former Homebase Store, 255 Finchley Road, The O2 Centre, London NW3 6LU
The committee was scheduled to discuss a proposal for the temporary installation of 10 padel courts and associated ancillary facilities, including a clubhouse, sauna building, and golf pods, for use as an outdoor padel centre (Class F2). This development was intended as a meanwhile use
for a period of up to 5 years on the cleared site of the former Homebase store, pending the delivery of the approved O2 Masterplan redevelopment. The report highlighted that leisure and sport facilities are recognised as important for community well-being and that increasing provision in accessible areas aligns with development plan aims. The temporary use was considered acceptable as it would activate an underutilised site without prejudicing the long-term redevelopment plans. The proposal was recommended for conditional planning permission subject to a Section 106 Legal Agreement.
Weston House, 242-246 High Holborn, London WC1V 7EX
The committee was scheduled to consider a change of use application for the ground and basement floors of Weston House. The proposal sought to change the use from a gym (Class E) to a competitive leisure and socialising venue, including a pool, pub/bar games, and pop-up entertainment, with an ancillary bar/restaurant use (Sui Generis). The venue would operate with specific hours, and no external alterations were proposed. The report indicated that the proposed use was considered appropriate for its Central London location, complementing the mixed-use character of High Holborn and contributing to visitor footfall. The proposal was recommended for conditional planning permission subject to a Section 106 Legal Agreement.
Euston Tower, 286 Euston Road, London NW1 3DP
The committee was scheduled to consider a Deed of Variation to amend the Section 106 Agreement associated with a previous planning permission for the redevelopment of Euston Tower. The proposed amendments included the removal of a clause requiring a minimum area of Class E(g) floorspace to be restricted for Knowledge Quarter Activities, and to broaden the definition of 'Deconstruction Works'. The report indicated that the removal of the Knowledge Quarter restriction would provide greater flexibility for occupiers and investors without reducing the overall Class E(g) office floorspace or the scheme's economic benefits. The amendment to the definition of 'Deconstruction Works' was considered acceptable and logical in the context of the deconstruction process. The proposal was recommended for approval of the Deed of Variation.
