The Executive, Resources and Contracts Policy Development and Scrutiny Committee is scheduled to meet on Monday 22 June 2026. The meeting's agenda includes a review of the council's treasury management activities, an update on the BT/ICT contract, and a scrutiny of the Chief Executive's activities.
Treasury Management - Annual Report 2025/26
The committee is set to review the Treasury Management Annual Report for the 2025/26 financial year. This report summarises the council's treasury management activities, including investments and borrowing, and ensures adherence to the CIPFA Code of Practice for Treasury Management. The report highlights that investments as at 31 March 2026 totalled £215.8m with no external borrowing. Net interest earnings for 2025/26 were £11.9m against a budget of £8.2m. The report also includes an interest rate forecast from Mitsubishi UFJ Financial Group (MUFG), predicting a stable Bank of England base rate around 3.75% for the near future, with potential decreases later in 2027 and 2028.
BT/ICT Contract Monitoring Report
A report detailing the performance of BT in delivering ICT services for the period of 1 January 2025 to 31 December 2025 is scheduled for review. The contract, valued at £16,549k, covers services such as the helpdesk, end-user support, data centre, infrastructure, and IT network support. The report indicates that BT provided £6,801.27 in service credits due to Key Performance Indicator (KPI) breaches. Specific breaches occurred in end-user computing, primarily related to a certificate issue and a Wi-Fi outage caused by a power interruption. The service desk also experienced breaches in April due to high call volumes during a Citrix upgrade and certificate update. The Security Operation Centre (SOC) had KPI failures in its initial months of operation while processes were being refined. Despite these issues, BT successfully delivered major projects, including the Civic Centre move, a Windows 11 migration, and the setup of new technology in the Civic Centre.
Scrutiny of the Chief Executive
The committee will receive an update from the Chief Executive, Ade Adetosoye CBE, covering reflections on the past six months and strategic priorities for the next six months. The report highlights progress in various areas, including the opening of the council's first children's home, Solace Rise,
and the launch of a new Therapeutic Hub at Orpington Library. Achievements in adult and older people's services include the use of an Innovation Fund to support prevention activities and the approval of the One Bromley Involvement Charter. Housing supply has seen progress with developments like York Rise and Manorfields contributing to new homes. Environmental initiatives include securing funding for on-street electric vehicle charging infrastructure and Bromley retaining its title as London's top recycling borough for the fourth consecutive year. The report also details financial management strategies, including the introduction of Spend Control Panels, and progress on the Transforming Bromley
programme. A recent Corporate Peer Challenge (CPC) provided positive feedback, affirming the council's strengths in leadership, governance, and service delivery. The report also touches upon inspection readiness for the Care Quality Commission (CQC) and Ofsted's Joint Local Area Special Educational Needs and Disabilities (SEND) Inspection.
Corporate Contract Register
The committee will review the Corporate Contracts Register for May 2026. This register details key information on the council's active contracts with a Total Contract Value (TCV) greater than £200,000. As of 1 May 2026, there were 200 active contracts of this value, with none flagged as a concern. The report also provides a specific register for the Executive, Resources and Contracts Portfolio, detailing 81 contracts with a TCV of £50,000 or more, also with none flagged for attention. The register is part of the council's commitment to data transparency and will be uploaded to Bromley.gov.uk following the meeting.
Risk Management
The committee will be presented with the current iterations of the Corporate Services, Finance, and Human Resources and Customer Services Departmental Risk Registers. These registers were reviewed between March and May 2026. Key changes since the last report include the addition of 'Business Continuity' and 'External Audit' risks to the Finance Risk Register, and the transfer of 'Poor Information Request Handling' to the HR and Customer Services Risk Register. Risks related to 'Contractor Performance' and 'Maintenance of Statutory and General Registry Office Standards' have been removed from the HR and Customer Services Risk Register due to adequate mitigation or reallocation of responsibility. The report also notes the development of Risk Dashboards to improve the review of key risk information.
