The Planning and Transportation Committee of the City of London Council is scheduled to convene on Monday 22 June 2026. The meeting's agenda includes a review of the Transport Strategy's 2025/26 Annual Report, the 2026/27 - 2030/31 Delivery Plan, and the City Streets 2025 Summary Report. Attendees will also consider resolutions from the Wards of Cripplegate and Tower, and discuss the reform of planning committees. Transport Strategy: 2025/26 Annual Report, 2026/27 - 2030/31 Delivery Plan and City Streets 2025 Summary Report

Reform of Planning Committees - Outcomes and Proposed Implementation
A joint report from the Town Clerk, the Comptroller & City Solicitor, and the Executive Director, Environment, is scheduled for decision. This report is expected to outline the outcomes of reforms to planning committees and propose an implementation plan. The report pack indicates that these reforms are being driven by the Planning and Infrastructure Act 2025 and subsequent government consultations, aiming to speed up housing delivery and standardise decision-making processes. The proposals include a tiered approach to delegation, with certain decisions being made by officers and others referred to a committee or sub-committee through a gateway
process. The report also seeks approval for changes to the committee's terms of reference and officer scheme of delegation to meet new legislative requirements.
Air Quality Supplementary Planning Document
The Executive Director, Environment, will present a report on the Air Quality Supplementary Planning Document (SPD) for decision. The draft SPD, which provides detailed guidance on managing and minimising air pollutant emissions from new developments, was approved for consultation in March 2026. The report pack notes that the consultation received 16 written responses with 100 comments, and that relatively minor changes were made to the draft SPD

Celebrating Heritage Supplementary Planning Document
A report from the Executive Director, Environment, concerning the draft Celebrating Heritage Supplementary Planning Document (SPD) is scheduled for decision. This SPD aims to provide guidance on how development proposals can incorporate consideration of the City of London's character and the significance of its heritage assets. The report pack indicates that the document has been prepared in close consultation with Historic England and has undergone public consultation, with amendments made in response to feedback. The final version of the Celebrating Heritage SPD is attached as Appendix 1 to the report.
Offices Supplementary Planning Document
The Executive Director, Environment, will present a report on the draft Offices Supplementary Planning Document (SPD) for decision. This SPD is intended to support the implementation of policies within the City Plan 2040 relating to the protection of office floorspace. The report pack states that the draft SPD has been revised following consultation, with changes made to reflect feedback received. The final version of the Offices SPD is attached as Appendix 1 to the report.
Planning Obligations Supplementary Planning Document
A report from the Executive Director, Environment, regarding the draft Planning Obligations Supplementary Planning Document (SPD) is scheduled for decision. This SPD provides guidance on the expected contributions towards infrastructure that will be secured through Section 106 legal agreements. The report pack indicates that the SPD has been updated following consultation, with changes made to reflect feedback received, particularly concerning the cultural contribution formula, which has been removed and replaced with a flat rate payment in lieu. The final version of the Planning Obligations SPD is attached as Appendix 1 to the report.
Automated Passenger Services in the City of London
The Executive Director, Environment, will present a report on Automated Passenger Services in the City of London for decision. The report is expected to outline the implications of the Automated Vehicles Act 2024, which will permit autonomous vehicles to operate on UK roads by mid-2027. The report pack notes that the City Corporation cannot prevent AVs from operating but can manage them through existing highway powers, with AVs being treated as general traffic. The proposal is for the City Corporation to proactively engage with potential operators, such as Waymo, Uber, and Lyft, to understand potential issues and opportunities.
CIL Instalment Policy Review
The Executive Director, Environment, will present a report on the review of the Community Infrastructure Levy (CIL) Instalment Policy for decision. The report pack indicates that the City of London Corporation's current CIL charging schedule allows for CIL payments to be collected on liable developments. The review proposes changes to the CIL payment instalments to incentivise developers to implement schemes by easing the burden of significant upfront CIL charges. The new instalment policy is outlined in Table 2 of the report and the draft policy document is appended as Appendix 1.
Draft Local Flood Risk Management Strategy 2027-2033 - Agreement to Public Consultation
The Executive Director, Environment, will present a report seeking agreement to publicly consult on the draft Local Flood Risk Management Strategy (LFRMS) for 2027-2033. The report pack explains that the LFRMS is a statutory document required under the Flood and Water Management Act 2010, setting out how the City Corporation will manage local flood risk. The draft strategy aligns with the ambitions of the London Surface Water Strategy and has been developed with stakeholder input. The report seeks approval for a six-week public consultation period during July and August 2026.
Nature Recovery Strategy Development Proposal
The Executive Director, Environment, will present a report outlining the proposed approach for developing the City Corporation's first corporate Nature Recovery Strategy. This strategy will set the long-term direction for biodiversity and nature across the City Corporation's functions, services, and assets. The report pack indicates that the strategy development will involve targeted consultation and the establishment of a strategic governance and reporting framework. Five strategic outcomes are proposed: Enhancing and Restoring Nature, Building Nature Networks, Increasing Climate Resilience, Connecting People with Nature, and Reducing Embodied Impacts.
Environment Department Business Plan 2025/26 - End of Year Progress Report
This report, from the Executive Director, Environment, will provide an update on the progress made towards delivering the Environment Department's high-level Business Plan 2025-30 during the 2025/26 financial year. It will summarise progress against major workstreams and performance measures.

District Surveyors Annual Report

Revenue Outturn 2025/26
The Chamberlain will present a report comparing the revenue outturn for the services overseen by the Committee in 2025/26 against the budget for the year. The report indicates an overall total net expenditure underspend of (£2.582m) against a total budget of £18.520m.
Risk Management Update Report
This report from the Executive Director, Environment, provides an update on the key risks managed by the service areas within the Environment Department that fall under the remit of the Planning and Transportation Committee. It notes that all risks have been reviewed and updated, with no changes in risk scores. The two highest risks remain Road Safety
(ENV-CO-TR 001) and Car Parks: Fire Safety
(ENV-CO-HW 010).
The meeting will also include minutes from previous meetings, wardmote resolutions, and a report of action taken. Part 2 of the agenda, which is closed to the public, will cover non-public minutes, delegated authority requests, and debt arrears.
