Open Council Network is an independent organisation. We report on Harrow and are not the council. About us
The Health and Social Care Scrutiny Sub-Committee is scheduled to consider several key reports, including an update on neighbourhood health and the forward plan for the borough, as well as the Royal National Orthopaedic Hospital's Quality Account. The committee will also receive a verbal report on the cessation of fertility services.
Neighbourhood Health and Forward Plan
A report from the Director of Public Health is scheduled for discussion, outlining the current health and care landscape and potential changes that could impact Harrow residents. The report aims to assist the committee in agreeing their forward plan. It details the evolution of NHS reform towards integrated care organised around neighbourhoods, with a focus on multidisciplinary teams working within communities. The report also touches upon significant organisational changes within the NHS, including the merger of Integrated Care Boards and acute trusts, and the potential implications for Harrow. Furthermore, it addresses reforms in children's services, the Better Care Fund, and adult social care, posing questions for future scrutiny regarding delivery challenges, governance, funding, and health and care strategy.
Royal National Orthopaedics Hospital Quality Account
The committee is scheduled to review the Royal National Orthopaedic Hospital's (RNOH) Quality Account for 2025/26. This report details the hospital's commitment to delivering high-quality, safe, and compassionate care. It highlights progress made in areas such as enhancing care for patients with learning disabilities, autism, and mental health needs, embedding Enhanced Therapeutic Observations and Care (ETOC), and improving medicines safety. The report also details the launch of the MyCare patient portal and outlines the hospital's quality priorities for 2026/27, which include improving patient experience, ensuring best practice in surgical wound management, and reviewing the use of urinary catheters in surgical patients. The RNOH has been recognised for its high standards, ranking among the top orthopaedic centres globally and performing well nationally.
Cessation of Fertility Services
A verbal update is expected from the Clinical Director for Women's Services at the London North West University Healthcare NHS Trust regarding the cessation of fertility services.
The meeting will also address routine administrative matters, including the appointment of a Vice-Chair, noting the attendance of reserve members, and receiving declarations of interest. The minutes from the previous meeting held on 10 March 2026 are also scheduled for confirmation. The committee will also note any public questions or petitions received.
