Open Council Network is an independent organisation. We report on City of London and are not the council. About us
The Economic Security and Cyber Crime Committee is scheduled to convene on Tuesday, 23 June 2026. The meeting's agenda includes a review of the Q4 2025/26 policing plan performance, an update on economic security and cyber crime activities from the Innovation & Growth department, and a summary of Action Fraud public complaints data for the same period.
Policing Plan Performance Report Q4 2025/26
The committee will receive a report detailing the performance against the Policing Plan for the fourth quarter of the 2025/26 financial year. This report, compiled by the Commissioner of the City of London Police, will assess national policing performance against the objectives set out in the National Policing Strategy for Fraud, Economic and Cyber Crime 2023-28. The strategy aims to improve the UK policing response through three key objectives: improving outcomes for victims, proactively pursuing offenders, and protecting people and businesses. The report includes appendices covering national delivery plan performance, City of London Police performance, and an example of future performance reporting slides.
Summary of Action Fraud Public Complaints Data - Q4 2025/26
A summary of public complaints data from Action Fraud for the fourth quarter of 2025/26 is scheduled for review. This report, prepared by Detective Superintendent Tom Hill, Head of Professional Standards, will provide an overview of complaints logged, including an increase in cases compared to the previous quarter. The report highlights that the most common allegation category was Police action following contact,
largely driven by unmet expectations regarding Report Fraud investigations. The document also notes a backlog of complaints and ongoing work to improve the timeliness of handling.
Innovation & Growth - Update on Economic Security and Cyber Crime Related Activities
The committee is set to receive an update on activities undertaken by the Innovation & Growth department in relation to economic security and cyber crime. The report, authored by Damian Nussbaum, Executive Director of Innovation and Growth, outlines how the department's objective to strengthen the UK's competitiveness in financial and professional services aligns with the City of London Police's role in building a secure ecosystem. The report details cross-team working, collaboration on initiatives such as the Financial Action Task Force (FATF) evaluation, and support for the police reform process. It also covers specific Innovation & Growth activities, including the RegTech Strategy Group, the Digital Verification Orchestrator Initiative, and the Corporation's participation in a Department for Business and Trade consultation on powers to protect the UK from adverse economic pressure.
Deputy Commissioner's Update
An update from the Deputy Commissioner, Nik Adams, is scheduled to be presented. This report will provide information on National Lead Force (NLF) activity since the committee's last meeting. It details strategic leadership and engagement efforts, including the launch of the Fraud Strategy, preparations for the government's Police Reform announcement, and participation in the Global Fraud Summit in Vienna. Operational highlights include the success of Operation Henhouse 5, with significant arrests and asset seizures, and the work of various specialist units such as the Police Intellectual Property Crime Unit (PIPCU) and the Insurance Fraud Enforcement Department (IFED).
Other Agenda Items
The agenda also includes the election of a Deputy Chair, the approval of previous minutes, and a motion to exclude the public for discussions on non-public agenda items. These non-public items include the approval of non-public minutes, a report on the FCCRAS programme closure and lessons learned, a strategic communications and engagement plan for economic and cyber crime, Palantir's role in the Report Fraud service, and an assessment of the Domestic Corruption Unit's benefits and performance.
