The Kentish Town District Management Committee is scheduled to meet on Tuesday 23 June 2026. The meeting's agenda includes updates on repairs and housing investment, a review of the funding process for resident-led projects, and a report on community engagement activities.
Repairs (Awaab's Law) Update
A report is scheduled to be presented regarding Camden's progress in implementing Awaab's Law1. This legislation mandates social landlords to investigate and remediate housing hazards within specific timeframes. The report will cover Phase 1 implementation, which focuses on damp and mould, and readiness for Phase 2, which will broaden the scope to include a wider range of housing hazards. While Phase 1 is described as embedded and operating effectively,
performance challenges remain in emergency response times and significant hazard investigations, primarily attributed to resident access issues rather than operational delays. Phase 2 is noted as a significant expansion in statutory scope and complexity,
requiring a shift towards a broader, risk-based compliance framework.
Refreshed DMC Funding and Bidding Process
The committee is set to consider a refreshed process for bidding for District Management Committee (DMC) funding. This updated process aims to be more accessible, with separate Terms of Reference and a plain-English guidance document. A key development is the encouragement of partnership working with Voluntary and Community Sector (VCS) organisations, such as local charities, to leverage their experience and ideas for community projects. However, bids must still be submitted through a registered Tenants' and Residents' Association (TRA), a Tenant Management Organisation (TMO), or via an officer-supported bid.
Kentish Town DMC Budget
A report will be presented detailing the Kentish Town DMC budget for the 2026/2027 financial year. The total budget for minor and major revenue works is £160,920.00, with £60,154.00 spent to date, leaving a balance of £97,615.00. The report will also outline progress on approved bids and present new bids for consideration. Among the bids to be considered are requests from St Pancras Way TRA for £1,800 for TRA hall items, Holly Lodge TRA for £12,000 for cycle hangars, and Brookfield TRA for £5,000 for replacement garden furniture.
Engagement Report
An overview of engagement, service delivery, and community activity in Kentish Town between January and May 2026 is scheduled for discussion. The report highlights work in DMC governance and administration, including managing bids and preparing reports. It also details efforts to support and strengthen TRAs, with updates on TRA registration and the organisation of online meetings to explain DMC processes. The report notes the installation of universal key systems for TRA halls to improve accessibility and mentions ongoing support for a new TRA at the XY Development on Maiden Lane Estate. Neighbourhood Action Days (NADs) and community spaces and environmental projects are also covered, alongside estate walkabouts and the development of community case studies.
Housing Investment Strategy Update
This report, provided for information, will offer updates on the delivery of the Council's Housing Asset Management Strategy (AMS) at the end of the 2025/2026 financial year. The AMS, approved in January 2025 alongside the wider Housing Investment Strategy (HIP), outlines the Council's approach to investing in and growing its housing stock between 2025 and 2030. The strategy aims to ensure the borough has sufficient decent, safe, warm and family-friendly housing.
Key objectives include meeting regulatory requirements, generating resources for investment, identifying optimal solutions for underperforming homes, and increasing the number of higher-quality homes. The Council plans to invest £670 million in its homes over the next five years.
Housing Investigations Report (Housing Fraud)
A report from the Housing Investigations Team will be presented, focusing on housing fraud. It is estimated that approximately one in twenty social housing homes are linked to some form of tenancy fraud. The team investigates issues such as illegal subletting, non-occupation, undeclared property ownership, and fraudulent applications for council homes or the right to buy. In the 2025-2026 period, 55 homes were recovered due to various forms of tenancy fraud, with over £40,000 recovered as unlawful profit or compensation. The report highlights the significant financial impact of tenancy fraud, estimating a London average of £66,000 per home.
Voids Update Report
This report will provide an update on the voids programme, including performance data and comparisons. As of 26 May 2026, there were 356 active void properties across the London Borough of Camden, representing 1.55% of the total stock. Of these, 126 properties were being held for various reasons, including the Family Friendly Programme, legal cases, and conversion projects. The report also details void repair costs for 2025/2026, with average costs for routine, minor, and major repairs. A chart illustrating the changes in the total number of voids over the past 12 months will also be presented.
The meeting will also address the registration of Tenants' and Residents' Associations and the co-option of tenant representatives, the election of the Kentish Town DMC Chair and Vice-Chair(s), and the consideration and noting of the DMC's Constitution and Code of Conduct. The minutes of the previous meeting held on 3 March 2026 will be presented for approval, along with an update on action points from that meeting.
