The Planning Committee of Harrow Council is scheduled to convene on Wednesday 24 June 2026 to consider a range of planning applications. The agenda includes proposals for new dwellings, changes of use, and listed building consent applications.
Planning Applications Recommended for Grant
The committee is scheduled to consider several planning applications recommended for approval.
76 West Street, Harrow on the Hill, HA1 3ER (PL/2559/25)
This application seeks permission for a change of use from office (Use Class E(g)(i)) to a teaching facility (Use Class F1(a)) at Le Beau House. The proposal is for the John Lyon School to use the building for up to 67 sixth form students. The report notes that the site is locally listed and within the Harrow on the Hill Village Conservation Area. The recommendation is to grant planning permission, subject to a legal agreement to cap the number of students and restrict access via West Street. This agreement would also cover monitoring fees and legal costs. 3 Gerard Road, Harrow, HA1 2ND (PL/0974/26)
This application proposes the construction of a new two-storey, five-bedroom semi-detached dwelling with habitable roof space at 3 Gerard Road. The plans include associated parking, landscaping, amenity space, and waste and cycle storage. The site was previously occupied by a semi-detached dwelling that has since been demolished. The recommendation is to grant planning permission, subject to a Section 106 legal agreement. This agreement would secure Biodiversity Net Gain (BNG)¹ and address self-build exemption requirements. The report indicates that the proposed dwelling would be proportionate to the site and would not negatively impact the character of the area or neighbouring amenities.
Chestnut Cottage, Church Lane, Pinner, HA5 3AA (PL/1057/26)
This application seeks Listed Building Consent for significant repair and restoration works to Chestnut Cottage. The proposal includes the reconstruction of a flank chimney stack and external walling, removal and re-tiling of the roof, timber frame repairs, and restoration of brick walls and foundations. Urgent stabilisation works have already been undertaken due to the poor condition of the building. The recommendation is to grant Listed Building Consent, subject to conditions. These conditions include requirements for detailed plans of materials, a written scheme of historic building investigation, protection of features, and a precautionary working method statement for bats. The report concludes that the proposed works are necessary to preserve the special interest of the Grade II listed building and its setting within the Pinner High Street Conservation Area.
23 Elms Road, Harrow, HA3 6BB (PL/1149/26)
This application concerns the conversion of a garage into a habitable room at 23 Elms Road, with associated alterations to the front elevation, single-storey roofs, and the installation of rooflights. The proposal also includes the removal of a chimney breast and other external alterations. The recommendation is to grant planning permission, subject to conditions. The report states that the development would not negatively impact the character and appearance of the property or the surrounding area, nor would it unduly affect neighbouring amenities.
