The Holborn District Management Committee is scheduled to meet on Tuesday 30 June 2026. The meeting's agenda includes discussions on the refreshed District Management Committee (DMC) funding and bidding process, an update on Camden's progress with Awaab's Law, and a review of the Holborn DMC budget.
Refreshed DMC Funding & Bidding Process
The committee is set to consider a refreshed process for bidding for DMC funding. This updated approach, developed in collaboration with DMC Chairs, aims to familiarise those who have previously submitted bids with the process while introducing larger changes. These include separate Terms of Reference (TOR) and Bidding Guidance documents. The TOR will formally outline the rules and requirements, reviewed regularly, while the Guidance document will serve as a plain-English guide. A key aim is to encourage partnership working with Voluntary & Community Sector (VCS) organisations, leveraging their experience for community projects, though bids must still be submitted via a registered Tenant and Resident Association (TRA), Tenant Management Organisation (TMO), or similar group.
Awaab's Law - Phase 1 & 2 Progress Report
An update will be provided on Camden's delivery against Awaab's Law1. Phase 1, focusing on damp and mould hazards, is reported to be embedded and operating effectively, with full compliance achieved across most statutory Key Performance Indicators (KPIs). However, performance challenges persist in emergency response within 24 hours and significant hazard investigations within 10 days, primarily attributed to resident no-access and engagement issues. Phase 2 is described as a significant expansion in statutory scope and complexity, moving towards a broader, risk-based compliance framework across multiple housing hazards. The report highlights that while Phase 1 is embedded, Phase 2 is mobilised with a clear delivery approach and identified risks.
Holborn DMC Budget
The committee will review the Holborn DMC budget for the 2026/2027 financial year. The report details the budget allocation, progress on approved bids, and any new bids submitted for consideration. The total budget for the financial year is £147,650.00, with no bids having been approved yet for the current year, leaving the full amount available. Two new bids are scheduled for consideration: one from the Flaxman Court TRA for £19,660.00 to install island beds for environmental improvements and a second officer-led bid for £887.00 to install a Gerda lock at Somerton House to improve security and prevent anti-social behaviour. The report also lists bids approved in the 2025/26 financial year, with progress updates where available.

The report highlights the success of Neighbourhood Action Days and provides feedback on resident engagement events, noting areas for improvement such as meeting length and pacing, and trust and follow-through.
Annual Housing and Property Participation Diversity Report (2025-2026)
This report provides an overview of resident diversity in Housing and Property engagement, drawing data from a diversity monitoring survey and participation event registration forms. It compares this data with the 2021 Census to assess the representativeness of the active resident network. The report identifies areas of strong representation, such as LGBTQ+ and disabled residents, and areas of underrepresentation, particularly among younger residents, certain religious groups, and ethnic minorities. It also highlights significant intersectional gaps.
Housing Investment Strategy Update
This report provides updates on the delivery of the Council's Housing Asset Management Strategy (AMS) at the end of the 2025/26 financial year. It details the capital investment programme, progress on Decent Homes and stock condition, and updates on the Quality Homes, Family Friendly, and Acquisition Programmes. The report outlines the Council's plan to invest £670m in its homes over the next five years to ensure they are decent, safe, warm, and family-friendly.
Engagement Update Report
This report offers a quarterly update on engagement activities within the Holborn District. It details the priority focus over the past three months, including supporting TRAs to hold Annual General Meetings, progress in establishing new TRAs, and engagement with residents on issues such as heating disruptions and desired activities for sheltered accommodation. The report also covers the Your Home, Your Learning
programme and highlights challenges and successes in resident engagement.

Awaab's Law is a set of regulations introduced following the death of Awaab Ishak, a two-year-old boy who died from a respiratory condition caused by prolonged exposure to mould in his home.
