The Local Plan Committee of North West Leicestershire Council met on Thursday 4 June 2026 to discuss and approve the Proposed Submission Draft Local Plan for public consultation. The committee resolved to approve the draft plan, along with its accompanying policies map and sustainability appraisal, for a six-week consultation period. Authority was also delegated to the Strategic Director of Place, in consultation with the Portfolio Holder for Infrastructure, to make minor amendments to the plan and its associated documents before publication and submission.

Proposed North West Leicestershire Local Plan (Regulation 19)

The committee approved the Proposed Submission Draft Local Plan (Regulation 19) for public consultation. This significant step means the plan, which sets out the council's strategy for development and infrastructure across the district up to 2042, will now be made available for public scrutiny. The plan has been developed over several years and has undergone numerous stages of consultation and committee review.

The approval allows for a six-week consultation period, exceeding the usual requirement to accommodate the summer holidays. Following this consultation, the council will consider the representations received before submitting the plan to the Secretary of State for independent examination.

Delegated authority was granted to the Strategic Director of Place, in consultation with the Portfolio Holder for Infrastructure, to make minor amendments to the Local Plan, its accompanying Sustainability Appraisal, and the final content of its appendices (including the glossary, monitoring framework, and housing trajectory) before publication and submission. This delegation also extends to preparing and consulting on any main modifications to the Local Plan during the examination process, should they be required to address issues of soundness.

The committee also noted that amendments were required to recommendation IV of item 6 from the previous meeting on 20 May 2026, concerning the proposed policy for asset management and stewardship. This amendment clarifies that these changes will be included in the Regulation 19 version of the Local Plan.
