The Hampstead District Management Committee is scheduled to meet on Thursday 2 July 2026. The meeting's agenda includes discussions on Awaab's Law, updates from housing leads, and the committee's budget. Tenant and residents' associations will also have the opportunity to register and co-opt representatives.
Awaab's Law Progress Report
A key item scheduled for discussion is the progress of Camden's implementation of Awaab's Law. The report will cover Phase 1, which began in October 2025 and focuses on damp and mould hazards, and Phase 2, which involves readiness and mobilisation for a broader range of housing hazards. Phase 1 delivery is reported as stable and largely compliant, with most statutory Key Performance Indicators (KPIs) being met. However, challenges remain in achieving emergency response within 24 hours and significant hazard investigations within 10 days, primarily due to resident no-access and engagement issues. Phase 2 is described as a significant expansion in scope and complexity, requiring a shift towards a broader, risk-based compliance framework. The report highlights that risks are understood and actively managed, with mitigations in place for issues such as resident no-access, workforce capacity, data accuracy, system limitations, and increasing demand. The committee is asked to note the strong Phase 1 performance, the pressures linked to access issues, and to endorse the programme approach to Phase 2 mobilisation.
Housing Leads Update
Officers are scheduled to provide an update on several housing service issues. This will include information on the Caretaking Service, fly-tipping, including associated costs and processes for addressing it, and general housing service matters.
Hampstead DMC Budget Report
The committee will receive a report outlining the revenue budget for 2025/2026. Tenant and Residents' Associations (TRAs) are encouraged to submit bids for funding as early as possible to allow for assessment before DMC consideration. The report details the total budget, bids approved to date, and the balance available for the financial year. It also clarifies the process for late submissions and the criteria for bids. Currently, there are no new bids for consideration at the July meeting.
Registration of Tenants Associations and Co-option of Tenant Representatives
The meeting will begin with the registration of Tenants' and Residents' Associations (TRAs) and the co-option of tenant representatives. Appendix A of the relevant document lists TRAs that have completed the registration process, along with details of their nominated representatives and substitutes. Appendix B lists TRAs whose registrations have lapsed. To register, a TRA must hold an Annual General Meeting (AGM) open to all members, with an independent observer present, and submit minutes, a membership list, and a completed registration form to the Tenants Participation Team.
Constitution and Code of Conduct
The committee is scheduled to note the Constitution and Code of Conduct. The Hampstead DMC's purpose is to act as an advisory and consultative forum for tenants and leaseholders in the Hampstead DMC area, making recommendations to the Cabinet Member for Housing (Better Homes) and Council officers. The constitution outlines membership, voting rights, attendance, the role of the Chair, and meeting procedures. The London Borough of Camden Tenant & Leaseholder Engagement Code of Conduct sets out expected behaviours for all tenants and leaseholders involved in engagement activities.
Local Issues
DMC representatives will have the opportunity to raise and discuss any local issues pertinent to their areas.
Hampstead DMC Engagement Officer Update
This report, included for information, provides a review of the engagement work undertaken in the Hampstead District over the past six months. It details the work of the Senior Engagement Officer appointed in November 2025, focusing on building relationships with TRAs, supporting AGMs, and managing DMC bids and Special Projects Grants (SPGs). The report also highlights challenges and successes, including the re-establishment of inactive TRAs and efforts to increase representation in the northern areas of the district. Future priorities include improving reporting on funded projects and establishing new TRAs.
Asset Management Strategy Update
This information item provides an update on the delivery of the Council's Housing Asset Management Strategy (AMS) at the end of the 2025/26 financial year. The AMS, approved in January 2025, outlines the approach to investing in the current social stock with the aim of ensuring decent, safe, warm, and family-friendly housing. The report details the capital investment programme, including new projects commissioned and the delivery of works on site. It also provides performance information on the Decent Homes standard and fire safety actions, as well as updates on the Quality Homes, Family Friendly, and Acquisition Programmes.
DMC Bids Revised Procedure
This report, for information only, outlines a refreshed process for applying for DMC funding. Changes include separate Terms of Reference (TOR) and Bidding guidance documents, with the TOR to be reviewed regularly and the guidance document updated based on feedback. The revised procedure also aims to encourage partnership working with Voluntary & Community Sector (VCS) organisations, although bids must still be submitted via a TRA/TMO.
The meeting is also scheduled to include the election of the DMC Chair and Vice Chair(s), consideration of apologies, announcements, declarations of interest, and notifications of urgent business. The minutes of the previous meeting held on 12th March 2026 will be presented for approval, along with an update on action points from that meeting.
