The Place and Environment Scrutiny Committee of North Northamptonshire Council met on Tuesday 28 July 2026 to discuss the future management of leisure services and approved recommendations to bring all leisure facilities in-house. The committee also approved the minutes from their previous meeting held on 2 April 2026.

Future Options for the Management of Leisure Services - Phase Two

The committee extensively debated the future management of the council's leisure services, with a key recommendation to transition all currently externally operated leisure centres to an in-house delivery model. This Community Plus service offer, planned for phased implementation between 2027 and 2028, aims to provide a consistent, high-quality, and accessible leisure experience across North Northamptonshire.

The decision to bring services in-house was influenced by several factors, including the potential for greater control over service delivery, improved quality and customer satisfaction, and alignment with the council's strategic priorities of prevention and health and wellbeing. Officers presented detailed financial modelling indicating that an in-house model is projected to be more cost-effective than outsourcing in the medium term, particularly following the anticipated implementation of the Employment Rights Bill, which is expected to increase staffing costs for external operators.

During the discussion, concerns were raised by Councillor Emily Fedorowycz and others regarding the proposed removal of The Corn Market Hall from the leisure portfolio, with a recommendation made and subsequently approved to amend the report to remove any reference to its sale or commercial let to avoid confusion. This amendment ensures that the building remains with the council for future consideration, rather than being immediately earmarked for sale or lease as part of the leisure service transition.

The committee also discussed the development of a new concession scheme, which aims to provide discounted or free access to leisure facilities for priority groups, including those on low incomes, individuals with disabilities, care-experienced young people, and armed forces personnel. The report highlighted the significant social value generated by the council's leisure facilities, estimated at £24.4 million annually, contributing to improved physical and mental health, subjective wellbeing, individual development, and social and community development.

The transition plan includes a phased approach, with existing contracts ending at different times, allowing for a managed transfer of services. The report acknowledged that bringing services in-house would require careful management of staffing structures and potential role changes, with a commitment to staff consultation and support throughout the process. The closure of the creche at Corby Pool was also discussed as a consequence of the need to deliver the recommended option within existing budgets, with officers noting its low usage and financial unsustainability.

The committee resolved to recommend to the Executive that they approve the phased transition of all currently externally operated leisure centres to an in-house delivery model based on the Community Plus service offer.
