The Full Council of Barking and Dagenham Council met on Wednesday 18 September 2024, adopting a new Local Plan for the borough and approving a new Private Sector Housing Selective Licensing Scheme. The meeting also saw the election of Councillor Dominic Twomey as the new Leader of the Council and noted the passing of former Councillor Robin Dixon and serving Councillor Lee Waker.
Adoption of the Barking and Dagenham 2037 Local Plan
The Assembly adopted the Barking and Dagenham 2037 Local Plan, a comprehensive document outlining the spatial vision and framework for future development in the borough. This plan, which has undergone several rounds of public consultation and an examination process, sets out policies for housing delivery, economic growth, infrastructure, and environmental protection. Key changes made to the plan since its submission include updated affordable housing policies, a revised approach to carbon offset contributions, and enhanced provisions for open space, playspace, biodiversity, and streetscape improvements. The plan also incorporates changes to reflect the introduction of mandatory Biodiversity Net Gain regulations and updates to the approach to Gypsy and Traveller accommodation. The Assembly delegated authority to the Strategic Director, Inclusive Growth and Place, to make any final minor edits to the Plan prior to its publication.
Private Sector Housing Selective Licensing Scheme 2024-29
The Assembly agreed to the proposal for a five-year Borough-wide Selective Licensing scheme, which will be submitted to the Secretary of State for approval. This scheme, to be cited as the London Borough of Barking & Dagenham Designations for Areas for Selective Licensing 2024, aims to improve standards and management across the private rented sector. It will cover three designations targeting deprivation, poor property conditions, and anti-social behaviour (ASB). The Assembly also agreed to the licence fee structure and delegated authority to the Operational Director, Enforcement and Regulatory Services, to review these fees and determine any changes. Proposed licence conditions for Selective Licences in Designations 1-3 were also agreed. A five-year Additional Licensing of Houses in Multiple Occupation (HMOs) scheme across all wards was also noted as having been approved by the Cabinet.
Election of Leader of the Council
Councillor Dominic Twomey was appointed as the new Leader of the Council, with his term of office expiring at the Annual Assembly meeting in May 2026. Councillor Twomey thanked the Assembly for his election and expressed his honour in serving the community. He highlighted the borough's strengths, including its schools, affordable housing, and green spaces, and acknowledged the hope provided by the new Labour government for residents.
Leader's Statement
The new Leader, Councillor Dominic Twomey, delivered his statement, thanking the Assembly for his election and expressing pride in the borough. He acknowledged the contributions of Councillor Darren Rodwell, the outgoing Leader, for his decade of service and the significant impact he had on improving residents' lives. Councillor Rodwell also addressed the Assembly, congratulating Councillor Twomey and Councillor Saima Ashraf on their new roles and reflecting on his achievements during his tenure, including growth, investment, and major projects like the new film studios.
Appointments and Tributes
David Harley was appointed as the Strategic Director, Inclusive Growth and Place. Richard Harbord was appointed as the Interim Strategic Director, Resources, and Statutory Chief Financial Officer. The Assembly noted with deep regret the passing of former Councillor Robin Dixon and serving Councillor Lee Waker, with Members paying personal tributes and observing a minute's applause in their memory.
Other Matters
The Assembly noted the minutes of the previous meeting and the minutes of the JNC Appointments, Salaries and Structures Panel. There were no other appointments or motions. The Leader's statement also touched upon the devastating fire in Freshwater Road, exam results, and flag raisings. Seven parks and green spaces in the borough received the prestigious Green Flag award.
The meeting also included the adoption of the Planning Obligations Supplementary Planning Document (SPD), which provides guidance on Section 106 planning obligations and the Community Infrastructure Levy. This document aims to ensure a consistent approach to developer contributions to mitigate the impacts of growth.
