The Full Council of Barking and Dagenham Council met on Wednesday 20 November 2024, adopting new policies on gifts, hospitality, and sponsorship, as well as approving the Barking and Dagenham 2037 Local Plan and a Planning Obligations Supplementary Planning Document. The meeting also noted the Local Safeguarding Adults' Board Annual Report for 2023/24 and appointed Councillor Dorothy Akwaboah as the new Chair of the Overview and Scrutiny Committee.
Adoption of the Barking and Dagenham 2037 Local Plan
The Council adopted the Barking and Dagenham 2037 Local Plan, which sets out a spatial vision and framework for future development in the borough. This plan reflects national priorities concerning housing, the economy, infrastructure, and environmental protection. Amendments were made to the draft plan in response to public consultation and the Planning Inspector's report. The issue of development on grey belt land
was noted as an emerging concern that was not included in the 2037 Local Plan due to the need for further consultation and consideration by the Planning Inspectorate, which would delay implementation. Potential sites for future grey belt proposals, such as at Barking and Dagenham College and Wellgate Community Farm, were discussed. The Assembly resolved to adopt the plan, delegate authority for final minor edits, and note the inspectors' letter and modifications.
Adoption of the Planning Obligations Supplementary Planning Document
The Council adopted the Planning Obligations Supplementary Planning Document (SPD) following a public consultation. The SPD aims to clarify the Council's approach to negotiating Section 106 planning obligations alongside the Community Infrastructure Levy. Key themes for contributions include affordable housing, carbon offsetting, air quality, employment and skills development, affordable workspace, community infrastructure, public realm, highways and sustainable transport, parks and open space, and nature and biodiversity. The Assembly resolved to note the consultation summary report, adopt the SPD, and delegate authority for final minor edits.
Private Sector Housing Selective Licensing Scheme 2024-29
New licensing schemes for private rented properties and houses in multiple occupation (HMOs) were approved. These schemes aim to reduce anti-social behaviour associated with private rented accommodation and enhance tenant protections. The proposals were developed in accordance with government guidance and supported by evidence, with strong overall support from local residents and stakeholders, although landlords and letting agents expressed disagreement. The schemes are intended to be self-financing through a fee structure. The Assembly resolved to note the approval of the HMO scheme, agree the designations and proposal for the selective licensing scheme, and submit the application to the Secretary of State. They also agreed the licence fee structure and delegated authority for its review, as well as agreeing proposed licence conditions.
Councillors Gifts, Hospitality and Sponsorship Policy
The Assembly adopted the revised Councillors Gifts, Hospitality and Sponsorship Policy. This policy provides clear guidance on the registration and acceptance of gifts and hospitality received by councillors, as well as the treatment of sponsorship offers. An equivalent policy is already in place for council employees. The policy aims to ensure that councillors maintain the highest ethical standards and avoid any perception of being influenced by gifts or hospitality. It reiterates the requirement to register gifts and hospitality valued at £50 or more within 28 days, and advises caution regarding offers that could be perceived as inducements or rewards. The policy also outlines principles for considering sponsorship, emphasizing objectivity and the protection of the Council's reputation.
Local Safeguarding Adults' Board Annual Report 2023/24
The Assembly noted the Local Safeguarding Adults' Board (SAB) Annual Report for 2023/24. The report details the work and priorities of the SAB from April 2022 to March 2023, highlighting key achievements, partner contributions, and efforts to improve the protection of adults across Barking and Dagenham. The report noted that joint working has been effective and the membership of the Board and its Committees has strengthened. The SAB's statutory partners, including the Local Authority, Police, and NHS Integrated Care Board, provided financial resources to support its functions. The Assembly was invited to provide further comments to shape the work of the Board.
Appointment of Councillor Dorothy Akwaboah as Chair of Overview and Scrutiny Committee
Following the sad passing of Councillor Glenda Paddle, Councillor Dorothy Akwaboah was appointed as the new Chair of the Overview and Scrutiny Committee.
Leader's Statement
Councillor Dominic Twomey, Leader of the Council, presented his statement, covering the government budget, the local budget preparation, the withdrawal of the Three Markets of London
initiative, the implementation of new Public Space Protection Orders (PSPOs) in Barking Town Centre, Heathway, and Gale Street to address sexual harassment, and cost of living support for residents. He also announced upcoming festive events in December.
Death of Councillor Glenda Paddle
The Assembly noted with deep regret the passing of Councillor Glenda Paddle, who was also a Freewoman of the Borough. Tributes were paid to her significant contributions to the Council and her local community, particularly her long-standing commitment to education as Chair of Governors for Furze Infant and Warren Junior schools. A minutes' silence was observed in her memory.

Councillor Dorothy Akwaboah was appointed as the Chair of the Overview and Scrutiny Committee.
Recognition of John Dawe's 50 Years of Service
The Chief Executive announced and congratulated John Dawe, Senior Governance Officer, on achieving 50 years of service to the London Borough of Barking and Dagenham. Members thanked him for his long service and presented him with a certificate and plaque.
